Since the 17th century the government exercised a monopoly on violence.
The government was the only one allowed to kill, torture, and otherwise maim. This was the source of it's power, it frowned upon individuals harming others not out of any sense of justice, but out of economic terms, it regarded criminals as someone who try to enter the market and take away their business. In the 20th century the population increasingly expects more out of its government, and when their expectations are not met, they will in the most extreme cases turn to two things.1. Some will steep themselves in complete and utter anarchy in the form of rejection of government's rules and embracing the idea of non-sanctity of human life.
Resulting in a mayhem producing the Serial Killer.2. Others will form associations that will cater to individuals desire to achieve victory by any means. These associations will assume a role of a self governing society, with their own sets of rules and their own form of government.
Resulting in the Mafia.
As a nation we were founded by Puritans.
Stern, disciplined, psychotic...
In time we covered up our origins.
Learned to have fun.
Learned to relax.
Our Founders had a sense of work ethic, belief in moral leadership and a small almost forgotten quirk.
They believed that when evil occurred, it's source and it's enforcer were within the society.
Native Americans believed in evil forces that resides far away, in some mystical place.
Anglicans and Catholics fought demons in the outer fringes of towns.
But for Puritans evil was always in the hearts of their towns...
It wasn't far away and mystical...
It was here and deadly.When each of us were brought forth into the world our parents were all told almost the same thing...
We have conquered Nature...
We can now live without fear
All can be reasoned and all can be explained away.And then our mothers while nursing us turned on TV
Learning with a certain amount of horror of a new disease called Grid.
In time it broke the boundaries of the homosexual community and crossed over into collective society.
It spread like fire, and in time acquired a new name... AIDS.
The victims fell fast and furious.
The disease was mysterious.
And the explanation of it was tedious and complicated.
Few sitting at home believed the flow charts that traced back the existence of this new unseen killer to some monkey in West Africa.
Like our Puritan ancestors, we could not believe in the far off mystical evil born in Africa...
We found it easier to embrace the idea of an evil madman living among us concocting hideous plans to wipe out humanity.
Numerous conspiracies grew.
Some were laughable.
Some were scary.
