The signatories ratify the Treaty of Brest-Litovsk and the territories and independence of Finland , Lithuania and Ukraine. The transfer of Kars and Batum to the Ottoman Empire is recognised. Vague programmes for an autonomous Poland and the Caucasian states are also agreed to .
2. The Balkans
Serbia is reduced to a Northern rump under a new dynasty to be agreed upon
Montenegro becomes an autonomous principality under the Habsburg Empire
Albania is divided between Greece, Italy and Austria-Hungary
Bulgaria gains formerly Serb Macedonia
3. The Far East
Tsingtao, Yap and Paulau are returned to German control
The remaining North Pacific ex-German colonies go to Japan
Japan is recognised as suzerain over Shantung and Southern Manchuria
Japan's economic and political primacy in China is recognised
4. Peace With France
All German colonies lost to French troops are to be returned
Borders in Central Africa are to be redrawn to Germany's benefit
Morocco is to pass from France to Germany's protection
Tunis is to be ceded to Italy
France will withdraw all forces from the Arctic
The Briey ironfields are to be occupied by Germany for fifteen years
A relatively moderate sum of reparations is set
5. Peace With Britain
All German colonies lost to British and dominion forces are to be returned
All Russian or Ottoman territory occupied by British forces is to be evacuated
6. Peace with Belgium
Belgium is recognised as an independent nation
The army is to be reduced to a minimal size
The border forts are to be destroyed and further construction forbidden
Areas of the Eastern Kongo are to be ceded to German East Africa
Belgium is to become an eternally neutral state
The Coburg dynasty of King Albert is recognised as still reigning

Luxembourg is to be absorbed into the German Empire as a sovereign state on the same basis as Saxony or Oldenburg
Persia is to become a German sphere of influence
Arrangements for the future redistribution of the Portuguese colonies is made
Areas of the Trentino are ceded by Austria-Hungary to Italy
Portugal , in the grip of virtual civil war with a monarchist uprising in Lisbon, refuses to ratify the treaty and remains technically at war with the Central Powers
Holland ratifies the treaty but the US senate refuses to
The future with respect to Russia , where the Bolsheviks are winning the Civil War and Japanese forces remain in strength in Eastern Siberia, is left open
