Why was he sent to find a bride for Rhaegar?(ACoK prolouge)and from the free cities?why Steffon and not the Hand ?

I don't know. Maybe the Hand had better things to do? Maybe Steffon had better contacts in the Free Cities?

Rhaegar has no sister of age to marry so there seems to have been some to-do about choosing a wife for him. Never really been explained. In the end they choose Elia from Dorne anyway. So Steffons efforts seem to have been wasted, except she died with him in the storm.

The reason for the to-do is probably (and is probably explained in the books as) the fact that Aerys wanted Rhaegar to marry someone with Valyrian blood. The Free Cities were the obvious place to go for that ... and since, somehow, no appropriate potential brides were found, they turned to Westeros and picked the Martells (who were no doubt amendable) for their past Targaryen blood.

As far as why not the Hand, possibly becuase there was a rift between Aerys and Tywin Lannister. That rift was transferred to the next poor fools that followed Tywin in that office, much to their sorrow.

I think Aerys sent Steffon Baretheon instead of the Hand was because the Hand is much too important to the government of the Realm.

This was more of a family matter, and the Baretheons are/were sorta related to the Targaryens. So perhaps, Aerys sent them because there was a more familial relationship between the two houses (at the time).
