History and Historiography in North Korea (3)

(September~November 2000)

Symposium on ancient history of Korea held

Pyongyang, November 30 (KCNA) -- A symposium on the ancient history of Korea was held in Tokyo on November 24 to mark the centenary of the Society for Providing Scholarships to Korean Students. Present there were nearly 600 persons including the academic delegations from the north and the south of Korea and Japanese archaeologists and historians. Speeches were made by Dr.Sok Kwang Jun, researcher of the archaeological institute of the Academy of Social Sciences of the DPRK, on the subject of "new successes made in archaeological study of Koguryo" and Dr. Chae Thae Hyong, a room chief of the history institute of the same academy, on the subject of "new successes made in historical and archaeological study of palhae". And Han Pyong Sam and Ri Ki Dong, professors at Dongguk University of South Korea, spoke about successes achieved in the study of the ancient history of Korea including the discovery of facts proving that Paekje originated from Koguryo.

Historical relics well preserved

Pyongyang, November 29 (KCNA) -- The Wang Kon Mausoleum Cultural Relics Management Office in Kaesong has recently registered good results in its activities. The office has made it a routine to keep in good repair the mausoleum of King Wang Kon, founder of Korea's first unified state of Koryo (918-1392), stone sculptures and other related relics. This year, tiled roofs of the ancient relics have been painted red and blue to keep them in their original state and flagstones were paved on the floor. The surroundings of the relics are kept in good order. Green belts have been added and the buildings spruced up.

World-famous Koryo celadon

Pyongyang, November 25 (KCNA) -- The Koryo ceramic ware with long-standing traditions is moving toward further refinement tailored to modern aesthetic taste. The standout is the Koryo celadon, a national heritage that established its wide reputation far back during the reign of Koryo(918-1392). The celadon, or a jade green porcelain, is pure, clear and beautiful in color. Its prowess of pattern inlaying was never imitated in any other country. It is all the more famous for its graceful outline and soft and delicate shape.

In those days, it won sweeping popularity in China, southeast Asia, Arabian peninsula and Europe.
The present-day Korean ceramicware made by such talents as people's artistes U Chi Son and Im Sa Jun holds public admiration as it embodies the master strokes of the Koryo celadon. An example is the Korea exhibition of Koryo celadons held in Shimonoseki, Yamakuchi Prefecture, Japan in Juche 72(1983). Professor Koema Kihei at Kyoto Art University said: "Korea's Koryo celadon techniques are really fine. The designs are so gentle and refreshing. This is a real Koryo celadon." Another visitor Obea Shoei, a famous Japanese potter, said, "the Koryo celadons from the DPRK are pulsating with the original soul of the resourceful and talented Korean nation. Because of their soft touch, refreshing look and profound colors and shapes, they spellbind the viewers."

DPRK History Society on Illegal Ulsa Five-point Treaty

Pyongyang, November 17 (KCNA) -- The history Society of the DPRK published an article on Thursday 95 years after the Japanese imperialists forged the "Ulsa five-point treaty" on November 17, 1905 to extort sovereign rights from Korea. In the article titled "'Ulsa five-point treaty' is an unconcluded, illegal false document" it discloses once again the illegality of the "treaty". Rodong Sinmun today gives one whole page to the article...

North Korean Historians at the Helm of Power (1945-1950)

by Leonid A.Petrov

In reconstructing the general picture of correlation between academic research and political power in a totalitarian state, one may find the examination of some specific elements of the North Korean academic system exceptionally graphic. Particularly helpful will be understanding of the mechanism which catapulted historian-politicians to the ruling positions in the DPRK but, at the same time, prepared their inescapable demotion to the role of Party scholar-bureaucrats or even jeopardised their lives. These and other issues are being raised in my research with a special focus being placed on the evident parallel in evolution of the Soviet and North Korean historiographical traditions. The story of interaction and cooperation between these two in the intra-war period (1945–1950) will help to understand the reasons of a complete volte-face, which happened in North Korean historiography in the 1950s and early 1960s...

"With the Century" published in English

Pyongyang, November 6 (KCNA) -- Song Ki Roe, a Korean resident in the United States, published the 5th volume of the reminiscences of the President Kim Il Sung "With the Century" in English in the United States on the occasion of the 55th anniversary of the Worker's Party of Korea. He has already brought out the reminiscences from the first volume to the fourth volume in English and disseminated them in the United States.

Book on anti-Japanese fighter Kim Jong Suk published in U.S.

Pyongyang, November 6 (KCNA) -- A book on the immortal revolutionary exploits performed by the great communist revolutionary fighter Kim Jong Suk "In Memory of Mother Kim Jong Suk, Anti-Japanese Fighter in Forest of Mt. Paektu" was authored and published by Hong Jong Ja, a Korean resident in the United States, on the occasion of the 55th anniversary of the Worker's Party of Korea.

The book carries Kim Jong Suk's portrait, a photo of her with the President Kim Il Sung during the anti-Japanese armed struggle, a photo of her with Kim Il Sung and the respected leader Kim Jong Il taken after the liberation of the country and a picture of her statue in Hoeryong, North Hamgyong Province. The book has 13 subtitles. The first part of the book impressively depicts the whole aspect of her revolutionary life on the basis of rich historical data. In the last part the book deals with the greatness and vitality of her revolutionary exploits which the writer learned about and confirmed by visiting the Hoeryong revolutionary site and having interviews with anti-Japanese revolutionary fighters and officials of the field of preserving historic relics.

Superiority of Socialist System

Pyongyang, November 5 (KCNA) -- Korean-style socialism is winning one victory after another despite all sorts of tempests of history because the Korean people are firmly convinced of socialism, says Rodong Sinmun today in a signed article. The Korean people grasped the superiority of the socialist system through their life experience and enshrined this faith. This superiority finds its expression in the fact that they entrust all their destinies to the socialist system. It is fully manifested in that they are firmly defending Korean-style socialism, regarding it as their life and soul and displaying unparalleled devotion in their efforts to build a powerful socialist nation. The Korean people's faith in the best socialist system will always remain unchanged, concludes the article.

Samsong Temple on Mt. Kuwol

Pyongyang, October 27 (KCNA) -- Samsong Temple on Mt. Kuwol, a famous mountain of Korea, has been reconstructed. The temple was the oldest one in Korea in which the people had held memorial services to Tangun, father of the Korean nation, from ancient Korea. From late Koryo dynasty memorial services had been given for Tangun, his father Hwan Ung and grandfather Hwan In.

Samsong Temple covering more than 4,000 square meters has its main building, Samsong shrine, Yanghyon shrine for training good-natured sages and Yongbin shrine for receiving guests, Jonsa shrine for keeping incense and various materials for memorial services, lodging house of temple keepers and gable-roofed gate. The Samsong shrine where memorial services were made for Tangun, Hwan Ung and Hwan In, is a multi-colored building with a gable roof and double eaves. There are a portrait of Tangun in the center of the shrine and portraits of his grandfather and father on its western and eastern sides. The portrait of Tangun shows the dignity, strong disposition and wisdom as a ruler of the country.

The President Kim Il Sung, in his lifetime, referring to the historical remains on Mt. Kuwol related with Tangun, proposed restoring Samsong Temple to its original state which was burned to ashes in the 1920s by the Japanese imperialists in pursuance of their policy to erase Tangun from the Korean history. The great leader Kim Jong Il visited Mt. Kuwol in September, Juche 86 (1997) and gave a concrete instruction on finishing the reconstruction of Samsong Temple at an early date. He acquainted himself with the completion of the temple last August and settled issues in preserving it one by one. It is one of the important state policies to take good care of national culture heritages in Korea.

Japanese Prime Minister's claim to Tok islet assailed

Pyongyang, October 25 (KCNA) -- A spokesman for the Korean Democratic Lawyers Association (KDLA) in a statement issued today accused Japanese Prime Minister Mori of claiming that Tok islet, part of the inviolable territory of Korea, "belongs to Japan." Drawing attention to Japan's intrusion into the territorial waters of Tok islet getting more frequent these days in the wake of Mori's reckless remarks, the spokesman says that where Tok islet belongs to is now indisputably clear.

It continues: It was the Korean nation who discovered the islet some 1,500 years back and used it as a base for eking out living. It was again Korea which took a measure to officially put the islet under its jurisdiction. Tok islet has been clearly marked as part of Korea's territory on foreign maps and on the map of Japan printed before its occupation of Korea. The KDLA bitterly denounces the reckless remarks of the Japanese Prime Minister and Japan's intrusion into Tok islet as a grave violation of the dignity and sovereignty of the Korean nation and as a deliberate act of disturbing the peace and stability on the Korean peninsula.

The attitude of the Japanese authorities towards Tok islet clearly shows their views, standpoint and stand on Korea and its nation. The claim to Tok islet raised by Japan instead of making compensation for its wrongs done against Korea in the past goes to clearly prove that though more than half a century has passed since Japan was forced to quit Korea, it is watching for an opportunity of reinvasion, still considering the Korean peninsula as the place where to realize its ambition for militarist overseas expansion. The Korean people will never tolerate such tragedy as allowing Japan to deprive the nation of its sovereignty and offering the inviolable territory of the country to it as a colony but force Japan to pay for all sorts of misfortune and pain imposed by the Japanese imperialists upon the Korean people. The spokesman demanded the Japanese chief executive apologize to the Korean nation for his irresponsible remarks and opt for Japan's honest settlement of its past as early as possible.

Party Founding Museum

Pyongyang, October 16 (KCNA) -- An endless stream of people from all walks of life visited the Party Founding Museum on the occasion of the 55th anniversary of the Worker's Party of Korea (October 10, 1945). The museum situated in the center of Pyongyang was opened in October Juche 59 (1970). Office rooms, a drawing room and a conference hall are preserved in their original state. There the President Kim Il Sung worked right after the liberation of the country on August 15, Juche 34 (1945). On display there are hundreds of materials and relics showing the revolutionary exploits the President performed by founding the party and achieving the cause of building the country and the army after his triumphant return home.

The office rooms used by the President are on the first floor. There he worked out and published the program and the draft rules of the party and authored many famous works including the report to the inaugural party congress. There are precious relics showing these historical facts. It was in the conference hall on the first floor that the President called the historic inaugural party congress and proclaimed the foundation of the party to the world. There are seven rooms on the ground floor where historic materials are exhibited. A hundred meters away from the building there is the lodging quarters where the President shared board and room with his revolutionary comrades in those days when he worked to found the party. There he dispatched anti-Japanese revolutionary fighters to all parts of the country to make preparations for the party founding and met and gave precious instructions to figures from all walks of life from different parts of the country. The monument to the party foundation "never-to-be-forgotten historic house" is standing near the museum.

Rosy future of WPK

Pyongyang, October 10 (KCNA) -- The 55th anniversary of the Worker's Party of Korea is a grand proud festival of victors who overcame the unprecedented "arduous march" and the forced march under the leadership of the great Kim Jong Il, says Rodong Sinmun today in an editorial. The foundation of the WPK in 1945, 55 years ago, was a historic event which brought a fundamental turn in the accomplishment of the revolutionary cause of Juche, the editorial says, and goes on: Since its foundation the WPK has traversed the road of proud victory and glory and performed immortal feats for the era and revolution, the country and the nation. Over the last 55 years the WPK has proudly led the trend of history in the spirit of the great guiding idea of the era and displayed patriotism by putting the position and dignity of the country and the nation on the highest level.

Looking back on the 55 year-long history of the WPK that has covered the road of brilliant victory, fully displaying its invincible might, we are most proud in the world of making a revolution with the great leaders in the van. The great leader Kim Il Sung is the father of the cause of building a party of Juche type who has indicated and brilliantly realised the original idea and theory of building a revolutionary party under the banner of the Juche idea. The WPK founded and led by Kim Il Sung has entered a new phase of its development by Kim Jong Il. Kim Jong Il is the supreme brain of revolution and distinguished leader who has strengthened and developed the WPK into a party of Kim Il Sung forever and a guide in a new era of the Juche revolution. The WPK is a most powerful party that set forth a great target of building a powerful nation and successfully carrying it out and a most experienced and tested party that is leading the revolution and construction to a straight road of victory with the most correct politics.

oundation day of Korea marked

Pyongyang, October 4 (KCNA) -- A ceremony was held at king Tangun's mausoleum in Kangdong county, Pyongyang, Tuesday to mark the foundation day of Korea. It was sponsored by the Council for the Reunification of Tangun Nation. Present at the ceremony were Kim Yong Dae, chairman of the central committee of the Korean Social Democratic Party and chairman of the National Reconciliation Council, Ryu Mi Yong, chairperson of the c. c. of the Korean Chondoist Chongu Party and chairperson of the Council for the Reunification of Tangun Nation, senior officials of DPRK political parties, power bodies, public organizations and religious organizations and overseas compatriots. They made a memorial service for Tangun and observed a moment's silence in memory of sage king Tangun.

Speakers at the ceremony said the commemoration of the foundation day of Korea is of weighty significance in fully demonstrating the pride and honor of the Korean nation which has lived as a homogeneous nation through a history of five thousand years and bringing earlier the independent reunification of the country by the efforts of the Korean nation. Recalling that the respected leader Kim Jong Il ushered in a new era of great national unity and independent reunification, they stressed that he is, indeed, the great father who will shoulder upon himself the destiny and future of the nation to the last. A national art performance was given by artistes in Pyongyang to observe the day.

"Red Mountain Range" published

Pyongyang, October 9 (KCNA) -- The Literature and Art Press Group published the novel "Red Mountain Range," a serial of the cycle of novels "Immortal History," created by the April 15 Writing Group on the occasion of the 55th anniversary of the Worker's Party of Korea. It was written by Ri Jong Ryol with the period from the fall of 1939 to the first half of the 1940s for a setting. The novel impressively depicts the tradition of revolutionary faith and will of the Korean revolutionaries established in the bloody anti-Japanese battles thanks to the revolutionary activities conducted by the President Kim Il Sung during that period.

The story is set against the backdrop of the situation at a time when wrong views were expressed by flunkeyists and some others on suspending the armed struggle and going underground to preserve revolutionary forces, yielding to the Japanese imperialists' brutal torture and appeasement and deceptive campaign against the revolutionaries and patriots who were arrested on charges of involvement in the "Hyesan incident" sparked by them to destroy all the organizations of the association for the restoration of the fatherland.

It gives an impressive depiction of the historical fact that under the situation the President advanced an operational plan to stage a large-unit circling operation and victoriously commanded the arduous Dunhua expedition, the Hongqihe Battle and so on, frustrating the enemy's "punitive campaign" with his outstanding and pre-eminent tactics and arousing again the once weakened national revolutionary forces to an anti-Japanese war. It tells how the President led the guerrillas to struggle with strong revolutionary faith and will overcoming whatever hardship and ordeal and what profound trust and fatherly love he showed for all of them.
Through this the novel deals with the truth that when one remains true to his revolutionary faith and conscience, he is immortal and if he gives them up, he will only meet disgrace and a miserable end.

Supreme incarnation of devotedly safeguarding leader

Pyongyang, September 27 (KCNA) -- "The first generation of the Korean revolution fought like phoenix and won victory in their struggle to defend the President Kim Il Sung in hearty response to the slogan let us defend the headquarters with our lives put up by Kim Jong Suk, the heroine of Mt. Paektu, during the rigorous anti-Japanese armed struggle. Kim Jong Suk was, indeed, the supreme incarnation who devotedly safeguarded the leader." This is what Hwang Sun Hui, an anti-Japanese revolutionary fighter, said retrospecting the noble revolutionary spirit and indomitable fighting trait of Kim Jong Suk during the anti-Japanese war. The noble life of Kim Jong Suk, an indomitable communist revolutionary fighter and an anti-Japanese heroine, was consistent with the spirit of devotedly safeguarding the leader. She joined the revolutionary struggle in her early years and set a brilliant example in the most rigorous and hard-fought anti-Japanese war.

In June Juche 29 (1940) she safeguarded the great commander Kim Il Sung as a human shield when a critical situation was created in a battle. Her fighting spirit and trait were highly displayed in the life-and-death battle sites and everywhere she went for underground activities. After the liberation of the country, she energetically worked for the well-being of the President and to fulfil his line for nation-building. After triumphant return home she postponed visiting her native home within a hailing distance and upheld the leadership of the President giving on-site guidance to hundreds of units across the country until the last moments of her life. Her spirit of devotedly safeguarding the leader is fully reflected in the slogan "Let us defend with our lives the headquarters of revolution headed by the great comrade Kim Jong Il " The Korean people are devotedly safeguarding Kim Jong Il and pushing ahead with a grand forward advance for the building of a powerful nation upholding the slogan representing her noble intention.

Universal free medical care

Pyongyang, September 23 (KCNA) -- The universal free medical system is one of the most popular and revolutionary policies pursued by the Worker's Party of Korea (WPK) for the past 55 years. The WPK saw to it that free medical care for the workers, office workers and their family members under the law of social insurance was enforced in the North Korea from January Juche 36 (1947) after Korea's liberation in 1945.

When the Fatherland Liberation War (June 1950-july 1953) was at its height it allotted a great amount of state funds to health care so as to train medical workers and build, rehabilitate and readjust hospitals, clinics and bases for production of medical apparatuses and medicines. As a result, a decision of the cabinet was adopted to enforce the universal free medical care at state expense in November Juche 41 (1952) and the system of free medical treatment was introduced in the North Korea as a whole from January next year.

As the foundations of the independent national economy and firm material and technological foundations for health services were laid after the war, the seventh session of the second Supreme People's Assembly of the DPRK adopted a decision on developing the already enforced universal free medical care into a complete and universal free medical care in February Juche 49 (1960). The Korean people have since then enjoyed medical services of higher level. In those days clinics sprang up in all rural areas and obstetrical and gynecological department and children's wards in cities and counties and section doctor system was in force all over the country.

Diagnosis fees, drug fees, hospital charges, recuperation fees, medical examination and consultations and other medical service fees for prevention are borne by the state. It also gives medical benefits equally and free of charge to all the people regardless of sex, age, vocation, residential district and quality of work done.
Under the leadership of the WPK the universal free medical care was also enforced in the 90s, that witnessed the "arduous march" and the forced march.

Intellectuals, lasting companions of Korean revolution

Pyongyang, September 20 (KCNA) -- Today marks the 10th anniversary of the publication of "Let us further enhance the role of intellectuals in the revolution and construction," a famous work of leader Kim Jong Il. On this occasion Rodong Sinmun and Minju Joson run signed articles stressing that intellectuals are lasting companions of the Korean revolution. In the work Kim Jong Il clarified the position and role of the intellectuals in the revolution and construction, original policy of the Workers' Party of Korea (WPK) towards intellectuals and issue of further strengthening the work among intellectuals.

Rodong Sinmun says: The work serves as a guideline which put the position and role of the intellectuals in the revolution and construction on a new stage. The intellectuals represent a component of the driving force of revolution and a powerful force of the revolutionary struggle and social development. Without revolutionary intellectuals it is impossible to build up revolutionary ranks by awakening broad segments of people and push ahead with the noble work of building a prosperous country through dynamic economic and cultural construction. Only when the intellectuals share the destiny and purpose with their leader, can they make great contributions to the development of society as the independent driving force of revolution, the paper notes, stressing: An intellectual can not carve out his destiny and discharge his mission on behalf of the times and history, if he is not united with the leader in ideology, purpose, morality and obligation. Minju Joson calls on all the intellectuals to display their wisdom and energies and reliably support the building of a powerful nation of Juche with science and technology.

Japan's moves to justify its history of aggression

Pyongyang, September 15 (KCNA) -- History textbooks of Japanese middle schools contain matters distorting and defending its history of crimes committed in Korea in the past and instilling aggressive nature into its people, according to Tokyo Shimbun. This was disclosed at a time when Japanese middle schools are making applications for the examination of their history textbooks according to new school guidance program to begin in the year 2002. In this connection Rodong Sinmun today says in a signed commentary: Such undisguised moves of Japan to justify its history of aggression are reported at a time when the world is about to greet a new century and the issues of redeeming its past and establishing diplomatic relations between the DPRK and Japan are high on their agenda. This, therefore, can not be construed otherwise than a very grave and dangerous development. The "treaties" which Japan claims it had "concluded" with Korea are all forgeries and fabrications and products of coercion in contravention of principles governing the international laws and requirements of international usage.

They were illegitimate aggressive ones aimed to realise its military occupation and rule over Korea. It is illogical to say that they were "needed," "supported" and "legitimate." Japan's claim is an unpardonable insult and challenge to the Korean people, a victim, and a mockery of the public opinion. Japan's undisguised moves to tamper with history textbooks by adding to them contents asserting the legitimacy of the "Korea-Japan annexation treaty" and the validity of its rule over Korea clearly reflect the social atmosphere in Japan where militarization and its preparations for reinvasion are rapidly stepped up.

The textbooks described Japan's military occupation of Korea and its invasion of Asia as "legitimate acts conducted on the principle governing the international relations" and hardly mentioned the criminal acts committed by the Japanese aggression troops. Moreover, they described the Asian people's struggle against invasion as some sort of "violations of treaties" and even carried such contents voicing opposition to the present campaign to eliminate nuclear weapons. These facts go to prove that Japan is employing most despicable methods to tamper with, cover up and cook up its history in order to justify its crime-woven past before the younger generation. These moves can never be tolerated as they reflect the criminal purpose and intention of the Japanese ultra-right reactionary forces to systematically instil the militarist and ultra-nationalist ideas into the Japanese people through the middle school history textbooks in a bid to realise Japan's old dream of the "Greater East Asia Co-prosperity Sphere." If Japan really feels ashamed of its disgraceful past and has a willingness to put an end to it, it should take a sincere approach toward the issue of redeeming its past at an early date instead of resorting to slovenly and despicable moves to distort its history. Japan is well advised to bear in mind that its despicable moves to tamper with its history is another unpardonable challenge to the Asian countries including Korea and China.

Masses of people are subject of social history

Pyongyang, September 6 (KCNA) -- The Juche philosophy clarifies from a new angle that masses of people are the subject of history. It means that the masses of people stand in the center of history and a social movement is conducted by them. The human history is the course of social movement of the masses of people, i.e. the course of the movement of its subject. Because it is the masses that require social development and it is also the masses that carry it out.

Without the masses there would be no social movement itself, nor would any progress of history be conceivable. The masses of people are the masters of the revolution and construction and a decisive factor in transforming nature and developing society. The masses have the most powerful creating ability in transforming nature and society. It is thanks to the inexhaustible strength of the masses that everything in society is being created, history progresses and revolution is promoted. The masses of people create material wealth by transforming nature and developing productive forces and accumulate ideological and cultural treasures of society.

The masses of people are the subject of history as everything in society is created by them and history is made and advances thanks to them. The position of the popular masses and their power growing stronger through the transformation of nature and society will increase their positive influence over the socio-historical development that much. Though popular masses are subject of history, they can be awakened and organized to take the position and play the role as an independent driving force of history only under the correct guidance of the party and the leader.

Memorial service for Kang Kon held

Pyongyang, September 7 (KCNA) -- September 8 will commemorate the 50th death anniversary of Kang Kon, a communist revolutionary fighter. Born to a poor peasant's family, he began his career as a true revolutionary after joining the anti-Japanese people's guerrilla army led by the President Kim Il Sung in April, 1933. After having the honor of a member of the communist party in 1935, he assumed heavy responsibilities as a political commissar of a regiment and later a detachment and displayed unparalleled spirit of self-sacrifice and performed heroic exploits in the sacred war for national liberation. His brilliant feats are recorded in the Korean people's history of the anti-Japanese revolutionary struggle.

He participated in many operations of the fraternal Chinese people to liberate northeast China after the liberation of Korea, thus setting a striking example of proletarian internationalism. As the chief of the general staff of the Korean People's Army during the Fatherland Liberation War fought to beat back the U.S. imperialists' armed invasion, he skilfully organized and commanded combat operations of the people's army units on the forefront pursuant to the strategic and tactical policies of the President Kim Il Sung and thus made a great contribution to wiping out enemies and defending the freedom and independence of the country. He was awarded the title of hero of the republic and central military academy no. 1 named Kang Gon Military Academy in recognition of the exploits he performed in building revolutionary armed forces. A Pyongyang city memorial service took place at the People's Palace of Culture today to commemorate his 50th death anniversary.

Choe Thae Bok, secretary of the Central Committee of the Worker's Party of Korea, in his memorial address said that Kang Gon's life was a noble life of a loyal revolutionary who, holding Kim Il Sung in high esteem as the great leader of the revolution, devoted his all to the struggle for the victory of the revolutionary cause of Juche under his leadership. It was a brilliant life which fully displayed the staunch spirit and noble trait of a communist revolutionary. He called on all the party members, officers and men of the people's army and people to cherish loyalty to the party and the leader as a revolutionary faith and obligation as anti-Japanese revolutionary forerunners did and uphold the respected Kim Jong Il's ideology and leadership with one mind and one purpose. Present at the service were party and state leading officials including Kim Il Chol and Jon Pyong Ho.

Socialist constitution of DPRK

Pyongyang, September 7 (KCNA) -- The socialist constitution of the Democratic People's Republic of Korea was instituted and took effect in Juche 61 (1972). The socialist revolution triumphed and radical changes have taken place in the socio-economic conditions of the popular masses since the first constitution in Korea was adopted in Juche 37 (1948). The Worker's Party of Korea legally codified the achievements already made in the revolution and construction and began to newly lay down the principles to govern politics, economy and culture in the socialist society.

A meeting of the political committee of the WPK Central Committee held in early Juche 60 (1971) adopted a decision on drafting the socialist constitution. The President Kim Il Sung clearly elucidated principal matters of the socialist constitution and its articles one by one. The new constitution defined the DPRK as an independent socialist state and declared that the sovereignty of the state rests upon the workers, peasants, soldiers and working intellectuals. It also declared that the government of the DPRK has inherited the traditions of the anti-Japanese revolution and it is guided in its activities by the Juche idea. It comprehensively laid down the main revolutionary tasks facing the government of the DPRK, the formation and duties of unique state organs, and principles to govern their activities, rights and duties of citizens, independent foreign policy and so on.

The first session of the 5th Supreme People's Assembly of the DPRK on Dec. 27, Juche 61 (1972), adopted the draft as the "socialist constitution of the DPRK." This provided the Korean people with a sure legal guarantee for more independent and creative life in state activities and all fields of society.

The first session of the 10th Supreme People's Assembly of the DPRK held in September Juche 87 (1998) amended and supplemented the socialist constitution to develop it into Kim Il Sung's constitution in which his idea of nation-building and exploits performed by him are codified.
