Chronologically...
1) In October 1998 the Financial Aid Director wrongfully denied the minority any Financial Aid.
2) In January 1999 the minority started posting his situation with the University on the web.
3) Since January 1999 the University Administration started adding and removing documents from the minority's student Financial Aid file and altering his student information in their computer system without the minority's knowledge to cover up for not issuing him any financial aid.
4) In July 1999 the minority was targeted and was wrongfully prevented from entering his classes by the corrupt University Police (Detective Mike Kennedy) because he was not able to pay his registration fees. Plus, since then the University President has been using his influence on local law enforcement agencies to harass the minority around town (followed around, for Intimidation, while walking in the cities of Los Osos (home) and San Luis Obispo (school)).
5) In August 1999 the minority insists on a University hearing for wrongfully preventing him from entering his classes.
6) In September 1999 the University Police under the guidance of the University President moved a mercenary spy next door to the minority 'into apartment B' to eavesdrop on the minority and to tap the minority's phone line. The mercenary spy has been going by the name KEVIN PRAMANN and his cover up job has been Chiropractic.
7) In October 1999 the University reluctantly gave the minority a hearing but only after the University Police (Detective Mike Kennedy) had fabricated cover up reports with vague content (just ink on paper).
8) Since October 1999 the more the minority complains about the many wrongful doings of the corrupt State employees against him the more the minority is persecuted by those corrupt state employees with extensive resources and influence on local cops.
9) February 2001: The stepped up non-stop persecution of the minority and the illegal tapping of the minority's phone is still going on.

He has been capturing both voice and electronic data that goes through the telephone line. He has been using this information along with his influence, contacts, and unlimited State resourses to committ numerous hate crimes against the minority. *Tracking the minority online and accessing his e-mail and websites accounts
