The Rules
This document gives the complete rules for the Game 2001. All Definitions are given initially followed by the rules, which are presented in topic format. The latest version of this document can be downloaded in MS Word format. Updates to the HTML version will be written as ammendments on this page. "The Game" The scenario, the representations of all the Agencies and the gameplay itself.
"The Rules" The governing terms and rules of the Game as laid down by the Administration.
"The C.A.R." The Common Agency Regulations. All regulations and rules specific to Agencies which are common to all Agencies. The C.A.R. are a subset of The Rules.
"The Administration" The governing body of the Game.
"The Agent" The player of the Game. Each Agent shall be of a certain rank
"The Agency" The collective group of Agents working for a common cause. The Agency shall have the power to discipline and reward its Agents under the authority and guidance of the C.A.R.
"Money, Currency" All currency in the Game is for the purposes of objective and effort. Money shall be represented in pounds sterling and is not transferable outside of the Game.
"Credits" Credits will be awarded to Agencies for various reasons. Credits may be used for many purposes as outlined in the Rules. Credits may be exchanged for Currency but the two are not linked.
"The Court" The arbitrator of any argument involving the Administration.
"The Administration Board" The supreme governing body of the Game in all aspects.
"An Innocent" A person who is not playing the Game, or in certain respects a person who is misidentified.

The Rules
Game Administration
The Administration is made up of a board of at least four persons who have the interests of the Game and the enjoyment of the Game for its players as their overriding concern. The President of the Board of Administrators shall chair all meetings of the Administration and shall have general executive power over all aspects of the game when the board is not in session. In a decision of the Board, the majority vote shall carry the motion; the President shall have the casting vote in the event of a tie.
The Board convenes and carries out its duties in secrecy and shall not reveal its membership beyond this section of this document. At least one member of the board is not a current student in St. Anselm Hall and at least one other member of the board is not a member of St. Anselm Hall at all.
The Administration shall behave as one and shall not be individually addressable with the exception of the President of the Board who may sign communications with his title. Such communications shall be the ultimate law, final and absolute, governing the Game.
The Administration shall be impartial in all matters. Its impartiality is secured through its non-affiliation with any particular Agency. It shall not be challenged in its impartiality.
The Administration shall maintain secrecy of its actions where necessary to protect the Agencies and Agents and shall maintain its member?s secrecy and anonymity to prevent pressure or improper pressure upon them.
This Game has been devised by the board from the initial ideas of one member of the Board. The original idea for the game was inspired by "The Assassins Guild" and has been developed from a test Game last year known as the "Slems Challenge". The development of the Game and its carefully created weightings and balances has taken some three months and has been conducted in absolute secrecy. The Board encourages any suggestions for additions or reforms to the Game for the next Game that is due to be played throughout the Michaelmas term in the 2001-2002 academic year.
The General forums shall be used for general notice and information by the Agents, the Agency or the Administration. Any topic may be covered but improper use or unjustified allegations may lead to prosecution.
The Agency forums shall be for secure communication Internal to an Agency. All official announcements and information shall be made using this forum. The forum shall be secured by the Administration and the password shall be known only to those within the Agency concerned. If the director of the Agency determines it necessary the Administration shall change the Password.
Administration forums shall be for announcements and general communication in an unsecured manner with the Administration. The Administration shall announce all pertinent information on these forums.
All elections shall be held with a poll in the forum required. Such that an Agency election shall have an Agency poll within its forum. Any electoral poll shall have a pre-announced start and close time. Election results shall be published by the Administration. Agency?s requiring such polls should inform the Administration as soon as possible. The results shall be binding upon the requesting party.
The Administration shall provide a verbose interpretation of any part of the rules or the C.A.R. in any specified context. This interpretation shall be binding on all parties from that point and the Rules or the C.A.R. may be updated to reflect this. Requests may be submitted on the Administration forum or via the Administration?s email account.
An interpretation may be appealed against by any Agent or Agency, appeals should be submitted to the Court.
All applicants shall be current full-time residents of St. Anselm Hall [excluding Canterbury court] who have fully completed the application form to the satisfaction of the Administration.
Any persons not currently a resident of St. Anselm Hall [excluding Canterbury court] shall be able to individually contact the Administration who may, at their discretion, utilise them as administrative assistants or non-Agent players in the Game.
During periods of vacation, the Game shall be suspended. This shall be announced in advance on the Administration forum on the message board. Individual Agents who leave hall for a short time should inform their Agencies of such; they shall not be suspended unless their vacation from Hall exceeds 7 days.
Applicants shall be sent a full application form and description of the game upon enquiry. The Administration shall then process the application in the following way: -
All Agents shall be furnished with full copies of the rules and the C.A.R. and their own Agency?s regulations before they enter the Game.
Declaration of the start of the Game and the conclusion of the Game
The Administration shall announce the Start of the Game and the conclusion of the Game at a time of its own choosing with at least 24 hours notice.
The physical gameplay is not limited. It should be noted that most ?action? should take place within the borders of St. Anselm Hall although there is no regulation against external venues.
The Game shall run 24 hours a day and seven days a week from the start of the game to its conclusion. The Administration may declare a temporary suspension with 24 hours notice at any point. It shall give at least 24 hours notice of the resumption of the Game.
Agents should be aware that the Game will run 24 hours a day and that they may be awoken. The Administration holds no responsibility for disturbance caused by Agents to other players or to the wider community. Each Agent, in this respect, acts alone.
After the conclusion of the Game the winning Agent shall be announced at a set time announced by the Administration. The winning Agent shall be the Agent who has the most wealth at the conclusion of the Game. If an Agent has died before the end of the Game, he shall be counted in the final tally but if he is reinserted into the Game, the Administration shall not combine his separate Agent?s wealth.
After the conclusion of the Game the winning Agency shall be announced at a set time announced by the Administration. The winning Agency shall be the Agency that has the most wealth at the conclusion of the Game. If an Agency is made bankrupt before the conclusion of the Game, that Agency shall not be counted in the final tally.
Wealth shall be evaluated through bank balance, credits converted to cash and a general uniform value on distinct assets. This shall be decided by the Administration and shall be announced before the end of the Game.
Agent Operation
Introduction
This section outlines the individual Agent?s obligations and those regulations and rules that limit his actions.
Each Agent shall be supplied with an identification number that is five digits long.
Each Agent shall be supplied with a security number that is ten digits long.
Each Agent shall be supplied with an authorisation code, which shall be a six digit alphanumeric code.
Each Agent shall be assigned a Rank. The Agent shall be given the initial rank of Operative upon entry into the Game. Rank may be gained by promotion and lost via demotion as awarded by the Agency or the Administration. An Agent of Operative or Agent status shall be known as Agent [name]. An Agent of Special Agent Status shall be knows as Special Agent [name]. An Agent of ?00? status shall be known as 00x.
An Agent referring to himself outside of his rank shall be disciplined by his Agency. Presumption of rank equates to Insubordination.
Agents shall secure extra remuneration with higher rank. Each Agent shall be paid the same for their rank no matter which Agency they are in. Agencies may also choose to award special privileges to ranks, as may the Administration.
An Agent may establish his own methods for communication with his Agency. All communication shall be made with Agent names however. Real names will never be used within the Game. If necessary, the Agent may use his Agent ID for security in communication.
An Agent may establish communication with another Agent not of his own Agency. He must at this time give his Agent ID number and the other Agent should then corroborate this with the Administration who will verify if an Agent?s name and ID are correct and matching. He may also wish to give his Agency although the Administration will not verify details of this.
An Agent may establish communication with another Agency if he is aware of a member of that other Agency. He should provide his Agent ID to allow verification of his Agent name and status. He may be able to do this by posting a message on the message board but this may expose himself to his own Agency [assuming he is doing it without permission]. Directors may communicate with other Agencies through the Administration.
An Agent may communicate with the Administration at any point through either the message board [insecure] or an email [secure]. Email communication requires the security number of the Agent to be enclosed at the top of the email with his name. Communications without such information will be ignored and not read.
Each Agent shall be paid a weekly salary directly from his Agency to his bank account. This salary shall reflect his rank. The salary will be paid into the bank account when authorisation is received from the Agency. The Agency may also withhold certain sums for penalties or fines. The pay scales are published on the announcement forum in the message board system.
Each Agent may receive bonuses from his Agency in a particular week. If he does it will be automatically paid into his bank account alongside his salary.
Each successfully completed mission will return 33-67% of the receipts to the Agent or Agents who worked upon it. If more than one Agent then the return will be split. For example, a mission that returns £100,000 may yield £67,000 to the Agents responsible for its success to split between them. The actual percentage depends upon the Agency and the figure it uses. The figure it uses should be agreed before the Agents take on the mission.
Non Agency income such as cash from an alternative Agency through double-Agent status shall be paid directly by the Administration into the bank account of the Agent concerned from the Agency concerned. The Agency must have authorised this expenditure before such sums can however be paid.
Security and secrecy are paramount and each Agent shall maintain security throughout the lifespan of the Game. Any Agent not maintaining security or neglecting obvious security will be dealt with harshly by the Administration.
Communication security is also paramount. Email is relatively secure but slips of paper can be found in bins. Encoding or encryption of information is advised for non-email communication. This is left to the Agencies to handle.
Security on the message board is the Administrations responsibility. If security lapses it shall be swiftly resolved by the Administration upon notification by the Agency concerned. If a password for an Agency forum were to be disclosed the Administration accepts no responsibility but will act swiftly to resolve the situation.
The Administration shall incorporate a list of offences. Each Agency shall incorporate a list of offences and shall publish these on its forum. Disciplinary offences are obvious. Traitor-ship, incompetence or misleading are all heavily punished by Agencies. Some offences shall be deemed Capital offences and will be dealt with entirely by the Administration. These offences will be determined by the Administration.
One common offence is not taking a mission that the Agency requires you to take.
Each Agency may constitute its own disciplinary arrangements and shall enforce them itself. Section 3.08 highlights possible punishments that may be utilised by Agencies. The Administration shall also utilise similar arrangements. It should be noted that Execution is an option and will result in a player leaving the Game.
Appeals against disciplinary action may be made to either the Agency or the Administration?s Appeals court. An appeal should be made to any Agency appellate body before being made to the Administration. All appeals will be considered in line with section 9.03 of the rules.

Other ranks may be brought into the administrative supplemental ranks by each Agency. Each Agency has the power to award the rank of Operative, Agent and Special Agent to any of its Agents. If it believes ?00? status is deserved, it may request the ?00? panel to review the Agent?s record. This is done through communication via the Administration. An Agent may not request such a review.
An Agent shall be allowed to be automatically promoted after he has reached a certain wealth. Such wealth?s are listed below: -
£50,000 Automatic AGENT rank
£200,000 Automatic SPECIAL AGENT rank
Such rank changes shall be accepted by each Agency. There exists no automatic right to ?00? rank.
Automatic demotions are not possible. If wealth falls below a threshold outlined in section 2.08(b) no automatic demotion shall take place.
Each Agency may award any supplemental rank to its Agents in an administrative or clerical field. Each Agency may award whatever benefits and bonuses it sees fit to these ranks. A director may not award himself any extra rank and no bonuses that are not equal to those available to other Agents within the Agency.
An appeal against a demotion [or promotion] can be made to the Administration or to the Agency?s appellate board. If the Agency has an appellate board, it must be appealed to first.
Each Agent shall report regularly to his Agency in such a manner, as the Agency requires.
Each Agent shall make a report concerning each mission he completes. If he fails to complete it he shall make a report of such and if removed he shall make an interim progress report. Such reports should be made via email and the Administration shall be sent a copy before any credit is assigned for the completion of the mission.
Any intelligence learned shall be reported back to the Agency in such a manner, as the Agency requires.
Each Agent shall compile accurate and simple accounts in line with the procedure listed in section 8.06. Such accounts do not have to be made public or available to the Agency.
Each Agent should submit valid and accurate accounts to the Administration every 2 weeks on a regular basis. The exact time for these accounts to be submitted shall be listed on the announcements forum. Failure to submit accounts shall be penalised.
Accounting procedure shall be in line with section 8.06 of the Rules
The Bank shall administer all wealth within the Game and shall maintain separate accounts for all Agents and Agencies.
The Bank shall pay no interest to Agents to keep the Game fair.
Each communication with the bank requires the account number and the authorisation code. Such codes will be required for statements, which are available upon request from an Agent.
An Agent may transfer from one Agency to another. He must supply an email request to the Administration and the Agency he wishes to transfer to must also supply an email confirmation through recognised sources. All these communications should incorporate the ID number of the Agent to ensure authenticity. Upon receipt of these two documents, preparations shall be made for the transfer.
The former Agency shall be informed that an Agent has defected. The Agent?s name, security codes and bank details will all be changed. The Agent may suffer through persecution from the former Agency. This is a problem for the Agent.
At some points, the Administration may require movement of Agents from one Agency to another. This is extremely unlikely but the Administration reserves the right to do it.
An Agent may become freelance if he wishes but he must satisfy these conditions: -
If these two steps are completed an Agent may leave his Agency honorably. The Agency will hold no grudge against him. Any such grudges shall be compensated by the sum paid to the Agency by the Agent.
Freelance Agents may be sub-contracted by any Agency for specific missions and may charge for their services what they wish. This is in no way mandatory but some Agents may prefer to work alone! Mercenaries are fully within the rules of the Game.
An Agent shall become Freelance is his Agency becomes Bankrupt.
A freelance agent must abide by the following rules: -
Freelance Agents shall be protected for payment by the Administration who shall ensure that any payment secured in an agreed contract will be paid.
These will be made available by the Administration when the first Agent becomes freelance. These govern the handling of freelance agents by the Agencies and do not directly affect the Agent themselves.
Introduction
Each Agency shall work together towards a common set of goals. The Agency will be managed and lead by a director under a style suitable for the Agency concerned.
Primary Aim: To win the Game through the collection of wealth and to maintain democratic virtues within the Agency.
Secondary Aim: To eliminate all Agencies of hostile nations and autocratic regimes.

Inter Agency communication is possible either with direct communication between agencies [assuming they are aware of whom to talk to] or through the Administration. Such communication through the Administration requires the Agency directors to speak for their Agencies and that they provide their security numbers which will be screened between passing the messages.
Formal Agency collaboration involves entering into a contract between the Agencies. This protects each Agency from the other, as the Administration will enforce a contract fully. The contract shall be written by the Agencies concerned and shall be submitted by both through their directors who will attach their security numbers. The contracts must match exactly.
Informal Agency collaboration involves no contracts and relies on trust. The administration will enter into no assistance should things go badly for one of the Agencies.
Any inter-Agency communication should be carbon copied to the Administration. The administration needs to know about collaborations or even communications to ensure the overall game remains fair. Each director shall make a written report via email with his security number attached each week detailing exactly what his Agency has been doing that week and any plans he may have for the future. This information is obviously sensitive and shall be kept in encrypted form by the Administration. This is guaranteed.
Any communication internal to an Agency should be managed by the Agency itself which will set up it?s own security measure. Any communication between Agencies or Agents from different Agencies should have Agent ID?s enclosed for verification with the Administration. Any communication with the Administration should have the full security number and agent ID enclosed; if this is not present, the message will be ignored.
It is strongly advised that real-world meetings between Agents include previously agreed codewords, which should be exchanged with verifiable communication.
The Agency shall receive an initial Grant from the Administration. This will vary between £250,000 and £350,000 depending on the wealth of the nation the Agency represents.
The majority of missions will involve credits income upon completion. Some incomplete missions may still yield some earnings and thus all missions, complete or not should be submitted to the Administration by the Agency.
Some missions may involve actual currency income. This will be paid directly into the Agency?s bank account.
Some missions may involve intelligence income. This may be more valuable than any other form of income.
Some, but few, missions may involve income of other kinds. This will be detailed in the mission pack should it be bought.
Each Agency may apply to the Administration for an Exception Grant if it has exceptional circumstances. Grants may be feasible under certain strict conditions. Communication with the Administration before such applications is mandatory.
Each Agency shall determine its own Security arrangements
The Game allows double Agents but advises each Agency to be wary of approaching Agents and cautious about its own Agents moving on.
The Democratic Agencies (CIA, MI6) shall elect a director before the start of the game. They may call a poll for a new election for director at any point. To do so the Administration must receive a letter of intent from at least 50% of the Agents +1. After such a point, an election will be held in the Agency?s forum and invitations for director shall be taken. At the announcement of the result, the director shall change.
The Director may appoint or choose to have elections for other administrative posts within the Agency. The Director shall operate in a manner consistent with section 3.07(d) and 3.07(e).
The Autocratic Agencies (KGB, MSS) shall have their Director appointed by the Central Authority for their state. The central authority shall invite willing Agents to stand for consideration and shall make its choice from those standing. The Director shall be removable only by a coup, which may be declared by any Agent within that Agency by sending a secure communication stating such to the Administration. The Administration will then hold a poll in the Agency?s forum. The Agent will vote on their allegiance and if the challenger succeeds, he shall become Director. The losing Agent in such a challenge shall face the repercussions instigated by the Director and may not appeal to the Administration.
The Director may appoint other administrative posts within the Agency. The Director shall operate in a manner consistent with section 3.07(d) and 3.07(e).
The Director shall be know as Director [agent codename] and shall preside in all matters of meetings, policy and communication. He shall delegate his powers to those he trusts. If he trusts no one he need not delegate his powers at all. This may incite challenges to his authority though.
An Agent who is dismissed from the Agency will be entitled to one week?s pay. The Agent is then considered Freelance and may sign-up with any other Agency.
The Director may recruit other Agents from the Game or new Agents just entering the Game. The latter will be presented to him and he may choose to accept or decline.
The Directors decision on which missions to buy is final. He may choose to store the missions and never use them, that is his right but no more than three missions may be kept in storage at any time.
The Director has general executive Authority in all matters related to the Agency.
The Director is responsible and accountable to the Administration and the Agency?s Agents for the proper financial management of the Agency.
The Director has the power to appoint whomever he sees fit [within his own Agency] to hold such posts.
If this is not carried out the Agents may challenge his leadership and the Administration may prosecute him.
Improper management, if discovered could lead to expulsion from the Game.
Accounts for the Agency must be compiled and presented to the Administration each week.
Regular reports should be sent to the Administration covering all aspects of the Agency. No more than 7 days should expire without such a report being presented to the Administration.
Deputy Directors may be appointed by the Director on whatever terms he chooses but their pay will be governed centrally by the Administration. All pay scales will be published by the Administration before the start of the Game.
Clerical assistants may be appointed by the Director on whatever terms he wishes. Their pay is not guaranteed by the Administration.

The Director may choose to allow meetings at his convening. Democratic Agencies should have such structures implemented.
Agents may be disciplined by their Agency or by the Administration if they commit an offence against the rules of the Agency or the Administration. Details of this are given in section 2.07.
The Agency shall enforce disciplinary measures. The Administration shall also enforce disciplinary measures if they are of a financial nature or if the Agency would prefer the Administration to.
Ranging from the harshest to the least?
The Agent leaves the Game.
The Agent is not actually imprisoned but is forbidden from drawing a salary or making contact with his fellow Agents or Agency for a set period of time.
These can include removal of current mission or removal of supplemental administrative post. All disciplinary measures can be appealed to the Agency or to the Administration after the Agency.
The Administration may impose penalties upon an Agency for improper action. Such a move may be appealed to the Administration?s court of appeal.
The Administration may choose either a financial penalty or the seizure of certain assets.
The Administration shall enforce its penalties fully.
The Agency shall initially be presumed to have one gun for each Agent. The Agency is presumed to have sufficient ammunition for such a range of guns. All guns will be portrayed in the Game as water pistols.
The Agency may buy the right to increase its arsenal with the inclusion of many different things such as napalm ? water balloons; grenades ? wet sponges; bombs ? bucket of water above door etc?
Each idea for a weapon that the Agency has should be communicated to the Administration who will outline which category such a weapon is in and whether it is legal for the game. All weapons shall be loosely combined into nine categories. The Agency shall start in Category 1. It will pay a certain amount to progress to category two etc?
The Administration shall maintain a list of all weapons currently in the Game [without disclosing who has them] and shall disclose which category each Agency is now in. This allows for small arms races and for the Agencies to use their imagination in what methods of execution or destruction they utilise. All small armaments are represented by Category 1 and are represented in the Game by water pistols. You may wish to buy one!
The Agency will be charged a flat rate each week for ammunition. This rate will be announced by the Administration before the start of the Game and shall increase depending on which category of weapons the Agency is in.
The Agency shall maintain accurate and valid accounts for itself and shall present these to the Administration each week. The accounting procedure shall be in line with section 8.06 of the Rules. If an Agency fails to submit its accounts on time financial penalties will be issued daily by the Administration.
The Director may wish to make an appointment of an Agency Accountant to manage the administration of the accounts. Cashflow is vital. If the Agency goes into its overdraft the interest levied by the bank can be great.
The bank will maintain one account for the Agency. If the Agency runs out of money and the Bank forecloses the Agency is removed from the Game.
The bank allows an automatic overdraft of £100,000 but charges 10% per day. Overdrafts beyond this limit are subject to the Banks approval. The bank may make a loan secured on the missions or investments of an Agency. Such terms will be negotiated with the bank. The bank may be contacted through the Administration.
The bank can be considered secure. All monies deposited in it are guaranteed by the Administration.
The Agency may deposit some of its money in an investment account, which will earn the Agency interest at 5% per day. There is a minimum investment of £100,000. The Agency should contact the Bank for further details concerning this option.
If an external Agent approaches the Agency with the hope of being a double Agent, the Agency must approach the Administration with this information immediately. The Agency may adopt the rogue Agent upon a contract being agreed with both parties. Both parties must send matching contracts to the Administration for this to be valid.
An Agency may recruit a Freelance Agent as a standard Agent at his current rank if both parties agree and submit matching contracts. The Administration will then transfer that Agent to the new Agency.
The Agency may hire-in or sub-contract freelance agents at its own will. There must however be a contract if it is to be a formal and guaranteed operation. If it is informal, the Agent has no guarantee of payment.
Freelance Agents must be treated the same as Agents within the Agency whilst they are working for that Agency. They are entitled to exactly the same benefits but are not entitled to a vote or to attend any meetings unless invited to by the Director.
This is guaranteed if there has been a formal contract. If there is no contract, the Agent must manage his own payment.
Any deal is valid if agreed by both parties and the Administration. The Administration will only block an agreement if it is very bad for the Game. Fairness has its limitations! The Administration in this respect acts as a monopolies commission.
Any contract is not valid until matching copies have been received by the Administration and the Administration has informed both parties of this.
The Administration will enforce all contracts stringently so any Agent or Agency that enters into a contract should be aware of the repercussions of his actions.
A new Agency may be created if more than five Agents of the same Agency agree to form a new Agency. This move will only be valid if there are still at least seven Agents in the former Agency. A new Agency may also be formed by at least five freelance Agents who wish to do so. Any such group should consult with the Administration secretly and securely through a spokesman.
The new Agency will be managed in the short term by the Administration who will set it up fairly.
A new Agency will be declared to the Game at such a time as it is agreed upon by the Agents concerned and the Administration. The Administration shall be responsible for such an announcement.
Introduction
Missions are the whole point of the Game. There will be many missions, which will be briefly described in the mission listings. Each Agency may buy these missions and may then complete them for credit reward.
The mission listings will be changed regularly with additional missions being fed in by the Administration regularly. They can be found at the message board in the mission forum, which is accessible to all Agents.
The Agency will select missions and then buy them from the Administration. The price for each mission will be displayed in the brief summary. Some missions may be bought many times by many agencies at the same time (such as kill an enemy agent) and some may be once-only missions.
The Director is responsible for the executive selection of missions.
There is no maximum number of missions but each mission must have at least one active agent and no more than three missions may be in storage.
There are several missions, which require no purchase. These are the typical, day to day things Agencies normally do. These will be listed on the mission listing as having a cost of £0 and they will reward fairly well. Such missions are the removal of an enemy Agent or similar standard Agent things.
The mission will be selected by the director and an email will be sent to the Administration to buy this mission. Upon transmission of the mission pack, the payment will be deducted from the Agencies bank account by the Administration.
Mission details will be full for the mission but actual intelligence may be required for a mission to succeed. Valuable missions will cost more and will require more work and intelligence. There are no very easy missions and all will require lateral thinking and a lot or hard work. Some are intellectual and some are physical. They will all be rather abstract due to the fact that the agencies are not actually real!
There will be some missions that seem incomplete; these may point to a criminal mastermind. There may be such a person hiding in the game and there may not! They may have recruited their own agents with their large sums of money and they may not. They may be trying to destroy all the agencies and they may not. This is where the intelligence comes in! If a criminal mastermind does enter the Game he shall be enetred secretly by the Administration, he shall be wealthy and shall be a severe inhibitor and corruptor to Agencies. He will be permitted to work on his own under a defined set of rules by the Administration.
Intelligence announcements will be made by the Administration in the guise of newspaper reports on the administrations message board.
The director shall delegate missions to groups or individual agents.
The Agency shall govern the missions by its own policies. This is a matter for the Agencies.
The Administration may suspend a mission at any point although this is extremely unlikely.
A certain goal will be listed in the mission. Once this is complete, the mission is complete. A successfully completed mission should be returned to the Administration whereupon reward will be given. Obviously, the information disclosed or the action accomplished or whatever it required, will be checked by the Administration before payment is made.
Payment will be made as soon as possible by the Administration after the mission is verified as complete.
The Administration and the Agency may make any awards to Agencies or Agents respectively for the successful completion of missions. The Agency will pay 40% of the mission receipts to the Agent or Agents who accomplished it as a reward. Any Agent who does not receive this reward may appeal to the Administration who will enforce this rule.
Introduction
Intelligence is the lifeblood of any Agency and all Agencies should do hard to attain it. Intelligence gathering may be part of a mission it may also be general work for the Agents. At this point, it should be noted that an Agency does not actually have to take any missions. It may simply attempt to wipe out its enemies. For this, it will need intelligence and a lot of money!
Intelligence gathering may not be obtrusive into anything particularly private and any semi-private information obtained must not be disclosed outside of the Game. Intelligence gathering must be carried out in a responsible way with care and any infringements of this will be dealt with by the Agency and the Administration harshly.
Typical intelligence in this Game will involve locating enemy spy?s. Note: If you start attacking innocent bystanders, your Agency will suffer bad publicity and fines from the Administration.
Intelligence may be deployed as seen fit but if there is any doubt as to whether there will be problems in its deployment the Administration should be consulted.
Intelligence may be traded with other Agencies but each Agency is advised to beware of false intelligence or fake intelligence. There is nothing in the Rules that says that an Agency must be truthful.
No individual?s real-life privacy may be intruded upon by any Agent or Agency. Anything you do in intelligence is on your own back and the secretary will disavow any knowledge of your actions.
Introduction
The Operations division of your Agency is one of the most crucial aspects of the Agency. Intelligence is useful but some combat may be required to utilise it! If intelligence reports a person in hall is an enemy spy, you need to be able to take them out!
When an Agent dies, he leaves his Agency. The Administration shall not immediately replace him but it should be considered that new applicants to the Game will be presented to the Agency Director concerned and, if he is willing will be entered into the Game. Certain regulations for maintaining fair play are also adhered to by the Administration namely that no Agency may have more than 140% of the Agents of any other; there is no upper limit to the number of Agents. It is therefore beneficial for Agencies to continue recruiting!
You should be sure before you start operations that the person or persons you are attacking are actually who you think they are. Attacking someone when they are an innocent may be very costly to your Agency. Fines will be levied.
If you are attacked by someone and they make contact with you in a way that is obviously a kill then you are dead. The administration will not support people who insist that the water spray just missed them or that they were hiding behind a leaf. In addition, if you are the attacker you should make sure it is obvious they are ?dead? and maybe a few innocent bystanders would be useful as witnesses!
The administration would prefer not to have to arbitrate constantly between two parties because the result is a large waste of time.
No actual weapons may be used. Knives must be sticks and guns must be water pistols. If you get wet, you are dead. Anything that severs your head or hits you above the waist is a kill. Nothing below the waist counts. If water is used it should be obvious if you were hit by the wet patch!
In cases were one persons swears they killed another and that person is denying it there will be a duel at dawn or maybe dusk with water pistols administered by a randomly chosen neutral person. Such events will be organised by the Administration. In addition, no water should be used near anything electrical. No one can be killed by gun or knife during dinner or the ten minutes before or after it. The same applies to breakfast. The shower is often a good place for murder.
No water is to be used in rooms where it would be a nuisance. Any questions regarding this should be addressed to the Administration. If you are caught by the Warden at 3am pouring the contents of a bucket of water all over some innocent fresher in the JCR it will be you who will deal with it.
The Agency can have an arsenal of one of nine categories. It shall start in category one and may buy its way up the categories. The fees for this are listed in the message board?s weapons forum. Each type of weapon in the real world can feasibly have a much safe weapon in the Game. Typically, these are water pistols and the like. Each weapon can also be classified into one of the nine categories. An Agency with a category 4 Arsenal can use any weapons in categories 1,2,3 and 4.
New weapons can be created by simply making the link between what it is called and what its safe version is in the game. For example, the pistol is a water pistol in category 1. Any Agency can add to the weapons list with the specification of their weapon and the Game?s version of it. The list will be maintained by the Administration. When the Agency transfers from one category to the next it is assumed that all weapons will be upgraded and that this cost is what the Agency pays for.
On top of this each week the Agency will pay, when it pays the salaries and other bills, the ammunition fee. This is a flat fee depending on which category your arsenal is in. The ammunition fees are also listed in the message board?s weapons forum. When the Agency has upgraded to a new category, it can use its new weapons and any others that have been created for that category immediately.

An Agency may trap an Agent with a carefully laid trap. It must also be aware that if a trap catches someone who is innocent the Agency will be liable to large fines should this person subsequently complain.
Traps include luring a double agent to a meeting point where he is shot or other such events. This Game does allow letter attacks such as writing arsenic at the bottom of a packet of biscuits or a bit of paper in a CD-ROM saying bang but such ploys are closely governed in section 6.07.
Any form of entrapment is legal but no-one person may be held for more than 1 hour against their will. Interrogation and torture are strictly governed in section 6.08
Immediate combat is when two foes or more are aware of each other and are in combat (a gunfight for example).
All forms within reason with the exception of actual physical contact are legal so long as they use harmless weapons such as water or sponges etc. If any specific cases cause concern then the Administration will address them and alter the rules accordingly.
Remote combat is when two foes are in combat but one does not know it. Sniping is a good example of this.
No weapon is allowed that could cause harm. Discomfort is however perfectly acceptable. Water, wet sponges, water balloons are all ok but if an innocent is water-bombed remotely and the assailants slide away the Administration will demand those who are responsible own up. The Game may be suspended if such people do not come forward.
Any form within reason with the exception of actual physical contact are legal so long as they use harmless weapons such as water or sponges etc. If any specific cases cause concern then the Administration will address them and alter the rules accordingly.
It should be stated that if an Agency wishes to ?interrogate? or ?torture? an Agent that the following rules MUST be closely adhered to.
Interrogation and Torture:
A suspected enemy Agent may be interrogated by quickfire questions and the like for up to 30 minutes. After such time he must be released or ?tortured?. No physical contact is permitted and neither are any forms of constraint. The Agent must be able to leave the room at any point if he so wishes. There must also be a minimum of three interrogators and it must all be in the spirit of the Game. When 30 minutes have elapsed the Agent will be set free and may not be interrogated again for 24 hours.
?Torture? may only then pursue if the enemy Agent has admitted to being an enemy Agent. If, and only if, such an admittance has been established under no serious duress the enemy Agent may be submitted to 30 minutes of torture. He shall not be restrained in any way and no physical torture may be exacted upon him. The only permissible form of torture in this game is the harmless, ?in name only? form. Examples of such being: playing 30 minutes of Foster and Allen to the Agent or letting a tap drip for 30 minutes. After the 30 minutes have elapsed, (this may be an hour if interrogation took the full time) the Agent must be released and let free.
Capture and Imprisonment:
Any Agency may endorse the Capture of an enemy Agent. The may do this is a quiet manner or they may put a bounty on an Agent?s head. The Agent is deemed captured when he is in an inescapable position, such as locked in a toilet cubicle or a room with Agents outside the door and window.
An Agent who has been captured may then be interrogated and tortured or imprisoned. He may not be interrogated, tortured and imprisoned. If imprisonment is the decided option, the Agent may be kept in the presence of at least two Agents for no more than 3 hours in any 48 hours. The imprisoned Agent must have ready access to water and shall be entertained. He shall not be permitted to leave until given permission to by the supervising Agents (i.e. for a valid reason such as lecture etc?) or until the time has expired.
Any Agents that are interrogating, torturing or imprisoning an enemy Agent must give their rank, Agent name and their Agency. It is an offence against the Rules not to give this information freely at the start of such a session.
Any Agent who is captured, interrogated, tortured or imprisoned is expected to play along with the Game. No one Agent may be picked upon by another Agency and a complaint may be filed by any Agent who feels he has been mistreated. Such complaints will be taken very seriously by the Administration. The Agent should let slip certain little facts as he himself is going to gain certain information about his Interrogators, torturers or prison supervisors. The real identity of two or three agents is quite a useful little bit of intelligence.
Introduction
The Currency and credits system in the Game is designed to allow a strong factor of greed to enter the Game. Greed will ensure that Agents think more of themselves than of others thus making for a better game. It will also allow for a measure of success at the end of the Game.
The credit is a notional unit and may only be awarded to an Agency by the Administration. It may be transferred into cash at the rate of one credit for £1,000 [one thousand pounds, not ten as previously mentioned in other documents].
All currency shall be in pounds sterling and shall be held by the Bank. Currency may be transferred between any elements of the Game freely. Currency may not be transferred back into credits.
Agencies must pay their Agents and directors what is set for the entire Game by the Administration. Such figures should be calculated by the Agency and submitted every Friday night before midnight to the Administration in the weekly report.
Bonuses may be paid to Agents within the Agency for good work that week. Such bonuses must be written into the weekly report of the Agency.
The Agency may update its Arsenal during a week, such an update will require funds and this must be entered into the Agency?s weekly report for that week. Ammunition fees suitable for the Arsenal Category the Agency is currently at should also be entered into the weekly report.
Other internal expenditure must be entered into the Agency?s weekly report.
Double Agents and mole?s must be paid and their fees should be included in the Agency?s weekly report.
All contracts involving money leaving the Agency must be included in the Agency?s weekly report
Any donations the Agency wishes to make to individuals or Agencies outside the Agency must be included in the weekly report.
The purchase of anything outside the Agency must be included in the Agency?s weekly report.
The weekly report must cover all financial income and expenditure and must be absolute and accurate. It should not change that much from week to week so once established will be quite easy to complete. The report must also contain a report from the Director detailing the current state of all missions, any completed missions, new missions, plans for the future and any other developments that have happened that week.
The report shall be sent to the Administration no later than Friday night of each week by secure email [including the Directors security number]. The report shall be used by the Administration to maintain the bank records and to provide a weekly diary of the happenings within the Game for the record. It is a mandatory requirement that all developments within the Agency be included in the weekly report. Any omissions will result in an incomplete record and financial disaster. Therefore, very strict and draconian measures will be exercised by the Administration if the weekly report is found incorrect or is sent late. The Agency will be charged a minimum of £2,500 per hour it is late. If the report is late by more than 16 hours, the director of that Agency will be automatically removed from the Game. This is draconian but absolutely needs to be.
Introduction
The Bank handles all currency control within the Game and also pays and charges interest on investments, loans and overdrafts. Any communication with the Bank should be addressed to the Administration email address.
The Bank shall be administered by the Administration and can be presumed to be both impartial and neutral.
Any Agency may apply for a Loan from the Bank, which must be secured against certain assets of the Agency. Applications will be considered on an individual basis.
Any Agency may utilise an overdraft feature. An automatic overdraft of £100,000 is already available to the Agency and shall charge interest at 5% per day. Extending this overdraft is possible and the Agency should communicate with the Bank for further information.
Any Agency or Agent may deposit some money with the Bank for investments. This money is invested for a certain length of time at a certain interest rate. Larger lump sums for longer periods will gain higher interest rates. A consistent formula is applied by the bank to calculate the interest rate and this will be used for all applications. Contact the Bank for further details.
The Bank can create standing order payments at the request of any Agent or Agency. Contact the bank for further information.
The bank handles the payment of salaries and all salaries will be paid at midnight on Saturday each week assuming that the Agency?s weekly report has been received and has authorised payment.
Cash in an Agent?s or an Agency?s bank account is readily available at all times.
Cash in investments is available at any time but if it is touched before the expiration date, all interest is lost.
As indicated in Article 2, the Agent is responsible for the maintenance and submission of accurate accounts for his income and expenditure.

All accounts of Agents or Agencies must be presented in an accurate and readable format. An email is preferred although the need in some cases for a word document attachment is understood. All Income and Expenditure should clearly be stated including Salaries and, in addition, Agencies must ?authorise? actual salaries each week before they can be paid. The format of accounts and a sample account will be provided in the Directors handbook.
The final line on any accounts shall read "I swear that this is an accurate and valid account" and shall be followed by the Agents or the director?s [if an Agency] security number and authorisation code.
An Agent must submit his accounts to the Administration at least once every two weeks. Reminders will be sent after 14 days have expired. A two-day grace period will be allowed by the Administration.
An Agency must submit its accounts to the Administration on Friday nights before midnight. Fines will be levied by the Administration for every hour that it is late. If the report is more than 16 hours late, the director of the said Agency will be removed from the Game.
The Administration shall have the power to investigate fully and audit any Agent or Agency if it deems it necessary. Such action would only be commenced upon suspicion of foul play.
Possible penalties for inaccurate records are harsh and range from exclusion from the game to fines.
The bank reserves the right to not increase overdrafts and not provide loans. In such circumstances, bankruptcy may be declared so cashflow should be closely monitored by Agencies and Agents.
If the Bank refuses to fund any Agent or Agency further and is foreclosing the Agent or Agency may declare Insolvency at which point the Administration will attempt to resolve the situation.
If the Bank does actually foreclose and there are insufficient funds to pay the Agent or Agency will be declared Bankrupt. All debts will be paid by the Administration and the Agency shall be removed from the Game. The Agents shall become freelance and shall be able to form a new Agency [with a different director] or join different Agencies. They may also remain as freelancers.
The Administration may choose to intervene with an Agency that is in dire financial straits. If it does so it shall immediately take control of the entire Agency?s finances and shall take whatever cost-cutting measures it deems necessary.
An exception grant may be made to an Agency by the Administration if certain exceptional circumstances allow for it. It is a measure to allow for an in-fairness in the Game and will not usually be granted.
Applications should be made directly to the Administration.
Resources shall be evaluated as their cash equivalence. Such equivalencies shall be determined by the Administration and shall be the same for all Agencies and Agents.
Assets shall be evaluated as their cash equivalence. Such equivalencies shall be determined by the Administration and shall be the same for all Agencies and Agents.
The final evaluation of Wealth shall be determined by adding the evaluation of asset wealth and resource wealth. The final figure shall be the evaluation of wealth and shall be sued for determining the winner.
Prosecutions by the Administration Prosecution Procedure
The Administration may bring about a prosecution of an individual Agent or an Agency or any combination of such as it sees fit on the basis of evidence that the rules of the Game have been broken or that the spirit of the Game has been infringed.
The procedure for such is as follows: -
Any involved party may appeal the decision and if an appeal is made the Administration Board shall review the evidence with any new material that has become available and shall make its decision. The decision of the Administration Board shall be final. Only one appeal per relevant party may be entertained and all appeals must be filed within 7 days.
At any stage the appeal process may be cut short by the Administration Board if it declares the matter closed.
Any Agent or group of Agents may appeal a decision made by their Agency or another that they feel has infringed their rights under the Rules or has overly punished them for an offence or has found them guilty of an offence that they claim innocence over. Such an appeal shall be heard by the Court in accordance with the procedure and the rules of court (9.02(e) and 9.03).

Any Agent or group of Agents, Agency or group of Agencies, or a combination of both, may appeal a decision made by the Administration that they feel has infringed their rights under the Rules or has overly punished them for an offence or has found them guilty of an offence that they claim innocence over. This shall not include prosecutions brought about by the Administration. Such an appeal shall be heard by the Court in accordance with the procedure and the rules of court (9.02(e) and 9.03).
An appeal shall be either accepted or refused by the court. If accepted the court shall review all materials and may call witnesses. It is usual for the court to meet in secrecy. The court shall make its decision and shall return a verdict, which the Administration shall enforce. The Court should usually take no less that 14 days to resolve an appeal.
If unhappy with the verdict of the Court, a defendant may pursue the matter with the Administration Board. Such appeals must be addressed to the President of the Board of Administration and should be sent to the Administration within 7 days of the Court?s verdict. If the Administration Board hears the case, it shall resolve the matter finally after careful consideration of the evidence and any new evidence. Such final resolutions shall be announced on the message board system. The Administration board should resolve any such appeals within 7 days.
The Court consists of at least three persons one of which is the President of the Board of Administration. The court may invite certain members from the community to sit in session as full members or associate members. The standard court consists of the President of the Board of Administration and two other persons not connected to the Board of Administration. These persons are impartial and fair.
The Court shall hear any cases where a general argument has occurred. Such cases should be presented to the Court under the procedure outlined in 9.03(c).

Any case should be presented to the court by one party. The court will review the presentation and may accept or decline the case. If accepted the Court will ask for evidence from both parties and shall give a set time for compliance with its requests. If a case is declined the case may be re-presented a maximum of two further times by either party.
In certain cases, the Court may appoint an Arbiter to resolve the case. A court appointed arbiter will make recommendations to the court, which shall read them and make its own resolution, which will almost certainly be based entirely on such recommendations.
The court may wish to examine certain cases itself without an Arbiter. If a case is discussed in Court, it shall be resolved by the court and the court shall reach a resolution. The Court may convene in open session [the minutes will be made public] or in closed session [the minutes will remain secret]. It is usual for the court to meet in secret.
The resolution of the court shall be final and the case shall not be heard again. However, the courts decision may be appealed to the Administration board with the procedure outlined in section 9.02(f).
Amendments by Court
The Court shall have the power to amend any aspect of the Rules or the C.A.R. at any time and without notification. Such amendments may also be backdated. The actual written amendment shall be written by the court.
The Administration shall have the right to change, amend or delete any aspect of the rules or the C.A.R. or any individual Agency?s rules with 24 hours notice at its own discretion.
Applications for amendment by Agents or AgenciesThe Administration shall have the power to amend any aspect of the Rules including the C.A.R. and individual Agency?s rules from any point, with 24 hours notice, upon successful application of any Agent or Agency who brings a valid complaint concerning the rules or the C.A.R. or an individual Agency?s rules.
Any amendment, addition or deletion by either the court or the Administration shall be announced immediately along with its enactment time on the announcements forum in the message board system.
In any matter where the rules of the Game, the C.A.R. or an individual Agency?s rules, or a decision of the court conflict with the written opinion of the Administration that the matter damages the game, the Administration?s decision shall be final and binding.
Such a decision shall be known as the final resolution, shall be supreme, and shall not be appealed. The actions of any Agent or Agents are self-determined and all Agents are responsible for their actions. Neither the Administration no the Game accepts any liability in any situation.
These Rules and all subsets of them are fluid documents maintained by the Administration, which reserves the right to alter, amend or append them without notice. Such alterations shall become effective upon announcement by the Administration. Questions concerning the interpretation of the rules are governed by section 1.03 of this document.
