Views on the development of Eircom park

Below are some facts that have been extracted from the Draft copy of the Environmental Impact Study, about the Stadium, it's construction, traffic, noise and the impact on the local community.

1. The Arena is a 45,000 seater development that will rise 45 meters above ground level
2. It is anticipated that it will hold 50 major events each year {i.e. more than 20,000 people attending}
3. The type of events are sporting, cultural and entertainment
4. The construction will take 22 months
5. Heavy construction activities will take place between 8:00am and  6:00pm Monday to Friday and 8:00am to 1:00pm Saturday. However it is probable that overtime / nightshift work will be necessary
6. During construction tower cranes and mobile cranes will be lit up
7. Peak arrival times are between 7:00am and 8:00am and will involve approximately 350 heavy vehicular movements, with peak departure times being between 5:30pm and 6:30pm
8. The principle access route during construction will be via City West road. Heavy equipment and trucks will also use this road
9. There will be 2,950 car parking spaces and 126 coach spaces on-site and a proposed 7,000 park and ride spaces
10. It has been noted and agreed that the introduction of this type of development into a residential area will increase the audible level of noise to the surrounding area
11. The release of fugitive dust emissions during the construction period is a potential risk for local roads and property
12. Once developed there will be 65 to 70 full time staff, 30 to 40 part time and 50 to 1,400 casual staff, with a maximum of 1,500 on major event days
13. An event management plan will be developed in order to facilitate event organization
14. It is hoped that the Arena will be completed to host its first match in 2002
15. Where unavoidable environmental events are anticipated to occur as a result of the proposed development an Environment Management Program will be used to minimize their effect
16. The likely development of Eircom Park has not resulted in a negative impact in terms of residential property demand or appeal in this area, and property values have not been adversely impacted
17. The arrival of 45,000 people into the site for a capacity event could potentially result in disruption for the local community
18. Two junctions on the N82 will experience significant increases in traffic delays if they are not upgraded
19. The responsibility for litter cleanup outside the site will be the responsibility of South Dublin County Council
20. The Gardai will be responsible for the monitoring of on street parking {e.g. fines / towing away of illegally parked cars}
21. The work force will peak at 350 people during the main parts of construction
22. The transport management plan is proposing the issuing of permits to local residents in order to control on street parking
23. It is proposed that construction traffic through Saggart village be restricted
24. There will be a slight shadowing effect on some properties in Sundale Park
25. Buses on major events will only be allowed access from City West end
26. Three park and ride facilities have been identified to the north west and east of the site adjacent to major national routes

 

Benefits ~ As stated in FAI's Environmental Impact Statement
1. Eircom park will have significant employment potential in its constructional and operation phases
2. Boost employment and development in the food and accommodation sectors particularly in the locality
3. Be a major tourist destination in the Dublin area particularly in the off peak season
4. Contribute to the improvement of the recreational facilities in the west Tallaght area
5. Assist in the satisfactory completion of the town of Tallaght by providing a significant land mark building
6. Assist in discharging transport strategy by adding weight to the proposal to bringing  LUAS to City West in the longer term.
7. Bring social and economic benefits in particular to the west Tallaght area

1. A short term reduction of the residential zoned land bank
2. Adverse impact by virtue of its scale and size on visual amenities
3. Adverse traffic impact
4. Adverse impact on residential amenity, by virtue of noise, light and other pollution
