Headquarters are on the coast of Central Chile, in the front of a rock inhabited by pelicans, sea lions, occasional visits of penguins and tourist from Metropolitan Santiago, two ours driving from here

We make our life as independent consultants, networking local and international jobs in applied economics, quantitative methods, information for investment decissions, and the arts associated with those issues. We own a record of accomplishments in the development and implementation of applied economic projects in different environments.

Our experience is in the always changing governments, international organizations and the private sector, from local impacted communities to large corporations, planning and developing projects from conception to implementation, on schedule and within budgets. .

1997. Consultant for the Ministry of Interior. Subsecretaría de Desarrollo Regional SUBDERE, to prepare a report on infrastructure projects in the south of Chile between 1998 and 2000 (transport systems, electric distribution, sanitation, irrigation).

1997. Consultant for Corporation por Productive Development CORFO, to develop the Economic and Environmental Feasibility Study of the Proposed Industrial Area at Region IX in the South of Chile.

1997. Consultant for National Corporation for Native Development CONADI, to apply economic valuation techniques of natural resources owned by Mapuche native comunities in Bio Bio River higlands in the south of Chile. Conclusions used for negociations with Ralco hydroelectric development proposed by ENDESA, a private electric utility. The task included international analysis of similar situations worldwide, the economic valuation of alternative power development as natural gas pipelines and power plants, and the application of economic techniques to quantify present economic values of resources and economic activities under risk, to produce a negociation strategy for the client.

1997. Consultant Retained by Corporation por Productive Development CORFO, to develop a project on economic integration of the Argentina Neuquén Province with the Region of Araucanía in the south of Chile. The research included meetings and information retrieval with the private and public sector in both economic regions, prepare databases on industrial, sectoral and comercial companies, inputs and products, to produce surveys with bussiness communities, identify main trade and adminitrative bottlenecks, and setting the guidelines of a medium term economic integration strategy. The background of the strategy is defined by Chile- Mercosur trade liberalization agreements signed in 1996.

1996. Consultant at the the Ministry of Urban Planning and Housing MINVU Antofagasta Region, Chile. To produce a prospective model of economic development for the local government of Tal-Tal in the Atacama Dessert in the north of Chile. The sectoral growth models uses probability analysis to forecast investments and population scenarios in the area, as background information for the 1997 - 2006 territorial development plan.

1996. Consultant at the Regional Divission Ministry of Planning and International Cooperation MIDEPLAN, Chile. To prepare terms of reference of a large economic research project on Mercosur markets for chilean international tradeable production. The work included analysis of expected market opportunities for regional production of the southern regions of Chile in Argentina, Brasíl, Uruguay and Paraguay.

1996. Consultant at the Ministry of Urban Planning and Housing MINVU, Chile. To develop the 10 years Regional Plan for Urban Development, based in urban econometric forecasting and policy appraisal model, based in a a georeferenced data bank of public and private investment projects for 1996 to 2006 in regional counties of region IX. A geographic information system GIS was combined with econometric forecasts to produce investment maps of the regions, used by MINVU to program long term investment plans of public transportation, housing and other public investment programs in the south of Chile.

1996. Consultant for United Nations Development Program UNDP - Ministry of Planning MIDEPLAN Chile, PADERE Program. As full time consultant retained to produce quantitative analysis of the regional economic activity. The structural sectoral analysis focused in forestry, manufacturing and agriculture sectors was delievered for regional government authorities. The document is a model to be reproduced in key regions of Chile under PADERE Project in 1996.

1996. Consultant for National Forestry Commision CONAF Chile. To prepare terms of reference for international bidding of the Development Area at Malalcahuello Forestry Reserve, IX Region Chile. The study included economic instruments based in quantitative methods to preserve natural resources quality in face of a large private investment using concession mechanism, EIA and forestry management programs.

1995. Consultant for Chilean Environmental Protection Agency CONAMA, to develop quantitative scenarios of economic impacts of environmental legislation on small and middle scale manufacturing industry in metropolitan regions of Chile. Applied econometric techniques to estimate impacts, and new economic instruments for industrial pollution control where proposed and discussed for further aplication. (Confidential Report, V.P. CONAMA 1995).

1995. Consultant for Chilean Environmental Protection Agency CONAMA - The World Bank IDRB Training Program on Environmental Management in Chile. Retained to produce and execute a methodology on Environmental Management Systems, based in quantitative methods to train executive staff at five regional governments and at the Ministry of Public Works. Consulting firm Ecologia y Desarrollo Ltda. Regional Governmets trained: Valparaiso region, Coquimbo Region, Metropolitan Region, OHiggins Region and Araucania Region.

1995. Consultant retained by Copayapu Mining Company. In charge of prepare geoeconomic and statistic analysis on gold, copper and non-methalic exploration projects in the Atacama Region. Responsibility for estimation of ore reserves using statistical sampling methods in exploration projects and legal concessions for exploration areas. Final Report: December 1995.

1995. Environmental Consultant with Ministry of Finance - Conama Chile (Environmental Agency) joint research project "Environmental Base Line of Chile", backup document for negociations of free trade agreements between USA and Chile. Application of basic econometric techniques to estimate environmental impacts of investment projects and trade flows. Delievered February 1995.

1995. Consultant at National Environmental Agency CONAMA, as part of a team responsible to produce the "Training Program for Environmental Management for the Chilean Regional Governments" PNCGASP. Training government officers in Environmental Impact Assesment, Environmental Auditing and Environmental Economics.

1995. Consultant at Empresa Nacional de Minería, ENAMI, to prepare and execute the first part of a joint British (Overseas Development Agency ODA) - Chilean technical assistance to a large copper smelter (ENAMI-Ventanas) on quantitative environmental economics management systems. Finished June 1995.

1994. Consultant at British Gas-Tenneco joint venture Gasoducto Transandino S.A., to produce econometric estimations of macroeconomic and regional GDP impacts of a proposed project to transport and distribute natural gas from Argentina to Chile. The study includes the quantitative analysis of economic impacts of the pipelines and associated power plants on chilean key industrial sectors profitability.

1993. Coordinator of the Chilean Mission for Environmental Management in the United Kingdom for the Chilean Government. As coordinator of the chilean ministries of agriculture, health and mining (subsecretarios) in London and neighbour cities, negociations conduced to a large scale technical assistance on environmental economics management and research, funded by ODA and the chilean government in 1995-1997.

1992. Consultant of the Center for Mining and Metalurgic Research Center, CIMM. As requested by the Ministry of Mines in Chile, to prepare terms of reference for a decontamination program for Chañaral river basin, in the heart of chilean mining area: the Atacama region in the north of Chile. The program was focused in mining and microenterprises development with small scale miners. Funds to execute the program were raised using the polluter pays principle, by state mining companies, central government and international cooperation agencies. Executed between 1993 - 1996.

1992-1994. Project Manager, Ventanas Environmental Project at Empresa Nacional de Mineria ENAMI, the second largest copper exporting firm in Chile, gross income over US$ 800 million a year, is a highly competitive public firm, operating in a private environment with heavy pollutant emissions in their refining processes. Duty was to develop applied research for decontamination and industrial investment projects for Ventanas industrial complex, a US$ 45 millions program. Applied research funds and experts were provided with funding from UK Overseas Development Administration (ODA).

1992.Consultant of the United Nations. Design of CEPAL/ILPES technical assistance strategy on private investment. Main duty was the creation of information systems on private investment projects, to be installed at central governments (ministries of planning and finance) in south and central american countries. The system aims to descentralize government relations with local and foreign private sector.

1992.International Consultant, InterAmerican Development Bank, retained by Information for Investment Decissions Inc. technical assistance to UNDP\OPS funded project, on economic project appraisal and training at the social investment emergency fund FISE, Republic of Nicaragua.

1991.International Consultant, Information for Investment Decissions Inc. to the Interamerican Development Bank, to prepare a technical assistance proposal to strength the Public Investment Project Cycle, to the Government of Ecuador.

1991.International Consultant, Information for Investment Decissions Inc. to the Interamerican Development Bank, to prepare a technical assistance proposal to strength the Public Investment Project Cycle, to the Government of Jamaica.

1991. Consultant of United Nations, on natural resources management in Latin American Pacific countries, with the International Center for Living Aquatic Resources Management ICLARM. As part of the project: "Economic Valuation of Marine Resources in S.W. Latin America". Main duty was the preparation of the annual report of the CEPAL/ICLARM Collaborative Project.

1991. Consultant of United Nations ECLAC (Economic Comission for Latin America), Energy and Natural Resources Divission. Retained to prepare a set of proposals on a regional policy for developing mining trade between EEC and selected mining countries of Latin America. Databases on mining sectors where updated and used for economic analysis.

1991. Research Associate, Planning and Investment Divission, at the Ministry of Planning and International Cooperation (MIDEPLAN). Terms of Reference included: i)to develop a digital information system on public and private investment projects for the next five years in Chile, based on surveys to private investors and information of the Ministry of Finance. ii)to produce monographs that focuses empirically on the relationship between private and public investment projects for the period 1991-1995.

1990. Consultant of United Nations Development Program (UNDP), at the Ministry of Planning and International Cooperation (MIDEPLAN), Government of Chile. Responsibilities as consultant of UNDP-MIDEPLAN project included advice to the government on private investment policy and communication strategy with the private sector, development of economic databases, forecasting models and communication systems. Support technical assistance for professional discussions on private investment and internal/external events affecting the chilean economy in the 1990s. Such topics were as broad as energy policy in Gulf war environment, utility privatization, foreign investment and debt to equity swaps operations, public investment performance and market solutions (based on property rights allocation) to common property and public goods.

1989.Consultant of United Nations Economic Commission for Latin America. Econometric analysis and quntitative methods and presentations for a set of Environmental and Indus trial projects developed by United Nations Industrial Development Organization (UNIDO) in Latin American Countries (Advice to Dr.F.Fajnzylber).

1989.Consultant of Public Research Center (CEP), a non profit organization financed by the Chilean private sector. Terms of reference included to prepare a research paper on economic considerations in evaluating options for natural resources management, mainly oriented to entrepreneurs in renewable resources for export (chilean fisheries and forestry).

1989.Consultant of United Nations Food and Agriculture Organization (FAO). Development of an econometric model for chilean agricultural performance and forecasts under alternative scenarios.

1988. Consultant for United Nations Economic Comm. for Latin America (CEPAL).(1). Energy and Natural Resources Division. My responsibilities included to prepare a set of monographs on the structure of world crude oil prices in the 1970s and 1980s, and oil pricing behavior in oil importing countries of Latin America. (2). Statistics and Quantitative Analysis Division CEPAL. As part of a team of econometricians, main task was to estimate import and export elasticities for 18 Latin American countries, as an input for an econometric model of intra/extraregional international trade, under different assumptions of trade barriers.

1986. Brazilian Government Research Fellowship, National Center for Scientific and Technologic Research. Granted by the Brazilian Ministry for Foreign Affairs, as a research associate of ESALQ (Escola Agricola Luis de Queiroz- Universidad de Sao Paulo) and graduate student at a program on natural resources economics. Main research activities where PROALCOOL energy substitution program, and the impact of stabilization policy (Plano Cruzado), on agroexports and domestic crops. Traveled extensively trough Brazil, visiting state managed Agronomic Institutes and applying linear programming techniques for decision making on alternative crops.

1985 (1).Consultant at J.Walther Thompson Inc.,preparation of a draft with estimations on private consumption in ABC countries (Argentina, Brazil,Chile) in 1986, based on U.N.O. published information. (2).Research Associate, Department of Banking and Finance. Universidad de Chile School of Management. Under direction of the Director we designed a Capital Assets Pricing System, applied to estimate the market value of a group of public enterprises, privatized during 1986-1987. (3).At the same time I was teaching Applied Econometrics and Quantitative Methods in the Diploma on Project Appraisal Program at the Graduate School of Economics, Universidad de Chile.

1984. Consultant of United Nations, Energy and Natural Resources Division, Cepal. As a part of a team of Energy Economists I worked in a project financed by West Germany International Cooperation Office, on forecasting electric power and oil consumption in Costa Rica and Chile. The main output of the project was a set of mathematic techniques for short term forecasting, based on time series analysis, used actually by ministries of energy, utilities and national oil companies in the region.

1983. Economic Consultant with Felipe Herrera Ph.D., former director of InterAmerican Development Bank. Main tasks with Dr.Herrera was the design of policy propositions to multilateral credit institutions, on mechanisms of reduction and rescheduling in interest payments on foreign debt (alternative debt reduction structures, valuation of debt instruments, and potential effect of debt service reduction operations on economic recovery of developing countries). 1995 Stanford University, Palo Alto California. Research work with scientists from the Inter American Institute for Global Change Research. A project proposal on impacts of economic growth and industrial manufacturing, thermic power, and mining - methalurgic projects and current operations on regional air quality, was produced for a planning grant by the USA NSF National Science Foundation.

Advanced Training Course on Environmental Auditing for the industrial sector, focused in mining operations and coal thermic power plants. 1993 Environmental Resources Management ERM. Advanced Training Course on Environmental Impact Assesment of investment projects.
