Kaji belongs to the Department of Special Inspection at Nerv. However he also works for the Department of the Interior of Japan and is sent to Nerv as a spy. Kaji was friends with Misato and Ritsuko in college. He and Misato dated during that time as well. Kaji first appears in episode 8 with Asuka.
