1. That CIBER should have tested each phase in-house first before setting up actual demonstrations.

2. I can not tell from this, but a dedicated team should have been put together and things worked out on paper, then they test. They were just doing a lot of guessing until the third phase in which the y had a better idea of what was truly needed.
