Last month I successfully dialed into the CompuServe Barcelona number from a
hotel with pulse dial.  I just set the modem (CEFM4) to "Pulse".

   Mr. Klaus,

In order to use the modem in Spain  you will a DAA (Data Access Arrangement)
module that will allow you to use the phone line. However, I was unable to
find any such part number for a DAA for Spain. I would suggest contacting a
nearby IBM Dealer (in Spain) for help.
  However, not all is lost. You may be able to connecting by altering the
initialization string for the modem to read ADX3DT which will tell the modem
to ignore the dialtone that it does not understand. You may be able to dial
out this way. Give it a try.
