1. Roose Bolton is married to Merrett's daughter Fat Walda. This is why BoB yells out "Save me the Freys" They're close family.
2. Roose keeps in touch w/ Ramsay by sorcery. Remember when he put the book in the fire. A member of his party practices black magic, the disgraced maester.
3. Bolton, being a cautious man, told Ramsay to stir up trouble while he was in the South. Bolton does not openly defy or rebel against Robb thus can disavow Ramsay and his activities.
4. At the end of ASOS Ramsay will go north to be Warden. This is why GRRM said Merrett will be the last chapter in the book. Merrett goes w/him.
5. Or I could just be blowing smoke.

I pretty much agree with what youve said Jim. I also think that Bolton has cut a deal with Tywin, thru Vargo Hoat

I think he did, yes. Lorch seemed to be a bit of an idiot anyway
