This is Kyle, (Jeffrey Donovan) Jarod's brother. Like Jarod, he had been stolen
from his family by The Centre and used as part of The Pretender Project,
but his training was overseen by Mr. Raines (rather than by Sydney).
Apparently, he wasn't as useful to the project as was Jarod, because
The Centre "released" him when he was still a preteen.
Mr. Raines, however, refused to let Kyle go, and working in opposition
to the release-order from The Tower, trapped Kyle in the bowels of SL-27
and continued his personal experiments on him.
Kyle finally broke from The Centre when he was in his late twenties, but by that time, as Kyle himself put it, his "brain was mush". He went immediately in search of his family, but had been so twisted by Raines (into a sociopathic criminal), that he was unable to seek a reunification without committing a series of violent felonies along the way. He was eventually arrested (as "John Doe") and put in prison for ten years (during which time Raines visited him and Angelo, without Raines knowledge, wrote to him and sent him photographs).
We were lead to believe that Kyle had died when, after his escape from prison and his reunification with Jarod, FBI agents tracked him down and supposedly burned him to death in a van. In the second season of the show, however, we learned that Kyle didn't die... and was out and about, stalking Broots and Miss Parker. Jarod was unaware that Kyle was still alive until 1998, when Kyle showed up to rescue Jarod from an attack by Mr.Lyle.
It was Kyle's intent to butcher Lyle, along with Miss Parker, Sydney, Broots and anyone else from The Centre he could get his hands on, but his pursuit of revenge was stopped by Jarod, who instead convinced Kyle to focus on rescuing people rather than killing them. Kyle and Jarod then worked fervently together to save the life of a pregnant woman who had been kidnapped and buried alive in the desert by Mr.Lyle.
The brother's reunification and plans for the future were cut short, however, when Mr. Lyle reappeared again and attempted to shoot Jarod. Kyle intentionally put his own body between Jarod and the bullet, and died in Jarod's arms within seconds of being shot.
Angry and distraught, Jarod wept over the body of his slain brother, but then had the presence of mind to take Kyle's body immediately to a hospital (via a stolen Centre helicopter) where Kyle's heart was harvested and donated to a young boy who needed a transplant. Even in death Kyle was able to "save" someone else.

This is Emily, presumably Jarod's younger sister. We don't know much about her except that she was born on the Tashman farm in 1969, after Jarod and his brother Kyle were stolen by The Centre. If Jarod was born in 1959, as indicated by the information made available in the first season, then Emily is 10 years his junior.
We don't know what her life has been like, yet, but do know that her parents have taken her on-the-run with them from The Centre all these years, so we're assuming she's been fairly isolated. Jarod (and Kyle) didn't even know she existed until her identity was revealed to them by Harriet Tashman. We don't know yet if she is related by blood to Kyle and Jarod, or if she has the same genius level mental capacity as the brothers.
