Akira Hojo and Chiaki Asami are best friends since childhood. Before the end of their high school years, they form an agreement. They both decided to go their separate ways in pursuit of the same goal, to reform the corrupt Japanese society and build their sanctuary. Hojo took the path of crime eventually becoming the don of the Sagara Alliance, a yakuza crime syndicate, and Asami became a powerful politician. After being released from prison, Hojo's former mentor, Tokai, decides to work for Hojo. Deputy Police Chief Ishihara attempts to stop Hojo and Asami's plan, but ends up falling for Hojo's charm. These two young men have vowed to change Japan and work together to do so. They have just begun to build their sanctuary.
