Eugene Victor Tooms, a genetic mutant who could squeeze himself into very narrow spaces, lives on other people's livers and hybernates every 30 years, has been released due to insufficient evidence to convict him. Mulder, knowing that Tooms would kill again, stalks him against departmental orders to try to prevent another death by this liver-eating mutant.
