Jim Bass of Syracuse, New York, began LTRN as a TVRO talk channel in late 1991.  By mid-1992 Jim sold the station to Blair Alper of Oak Park, Illinois.   Blair ran LTRN with the assistance of Frank Collins in Los Angeles until late 1993 when LTRN went down.
