Rules for the DRHL (Drool) Version 6.3 11/05/00 A. COSTS 1. Entry Fee a. $25.00 per franchise. 2. Activations and Deactivations a. Taking a player from your non-active roster and placing him in your active roster will cost $1.00. b. Taking a player from your active roster and placing him on your non-active roster can be done free of charge. 3. Trades a. Trades will cost $1.00 per player or draft pick received. * All players received from a trade may be placed in your active roster free of charge the week you receive them. 4. Free Agents a. Before January 1st of the current season free agents will cost a franchise $2.00. b. After January 1st of the current season free agents will cost a franchise $3.00. * Please note these charges apply to any successful claim. Even if the player is later waived and never makes it onto the team's roster * All free agent players claimed by a team may be placed in their active roster free of charge the week they are claimed. c. A new franchise, not one that has changed ownership, receives their first three (3) free agent claims for free to compensate for their lack of protections in the draft. 5. Injured Players a. A player who is on the NHL Injured Reserved List, may be place on the DRHL Injured Reserve List (IRL) free of charge. b. Each team may have a maximum of 3 players on the DRHL Injured Reserved List at one time. c. Activating a player from the DRHL IRL costs $1.00. * A player activated from the DRHL IRL may be placed in the active roster free of charge the week they are activated from the DRHL IRL. 6. Waived Players a. Waiving a player may be done free of charge. B. STATISTICS 1. Categories a. Categories will be broken down into two (2) groups: Skaters (Forwards and Defensemen) and Goalies. b. 8 Skater Categories (Note: for all skater categories MORE is better): * Goals * Assists * Total Points (Goals + Assists) * +/- * Penalties in Minutes (PIMs) * Power Play Goals (PPG) * Game Winning Goals (GWG) * Shots on Goal c. 5 Goalie Categories: * Save Percentage * Goals Against Average (GAA) * Win Percentage (WINS Divided by TOTAL games played) * Goalie Points (2 points for each win and 1 point each tie) (Please note that an overtime loss is considered a loss = 0 points) * Average Shots Against per Game d. Only statistics from the NHL will be counted e. Goalie goals, assists, PIMs will NOT be counted. 2. Statistics Service a. Stats will be downloaded from one of the following sources, listed in order of preference: * USA Today Online www.usatoday.com * CBS Sportsline Online www.cbssportsline.com * NHL Online www.nhl.com 3. Statistics Calculation a. Stats for all players currently on any DRHL team roster will be calculated each stat interval. b. Stats will be calculated using Microsoft Excel. c. ONLY players on the ACTIVE roster will be summed up to provide the team their stat interval totals in each category listed in B.1.b-c. d. Each team will be then be ranked from 1st to 8th (Based on an 8 team league) in each category based on their stat interval performance. e. Teams will then be awarded points based on their finish in each category. (Based on an 8 team league; 8 points for 1st, 7 points for 2nd, etc.) * In the case of a tie the points normally awarded to the places occupied by the tied teams will be added together and divided equally amongst those tied teams. (i.e. if there is a tie between 3rd, 4th, and 5th in a category each team will be awarded 5 points. [6+5+4]/3) f. Once all category points have been determined each team will have their category points totaled and the team with the most points will win the stat interval. g. In the case of tie for 1st place for a stat interval the interval award will be split equally amongst the teams tied for first place. h. Each interval the stats from the active roster for each team will be added to the previous totals for that team to provide cumulative totals for the season. * Cumulative standings will be calculated in the same manner as listed in section B.3.d-f with cumulative totals replacing interval totals and resulting in the overall winners at the end of the season, not interval winners. * This means that only active players during a stat interval can contribute to your cumulative totals. 4. Intervals and Distribution a. Stats for all players currently on any DRHL team roster will be calculated each stat interval. b. The season will consist of 25 stat intervals. c. A stat interval runs from Saturday to the Friday of the following week, with the following exceptions: * If the NHL season consists of more than 25 weeks that run from Saturday to the following Friday, the commissioner will add short weeks, i.e. ones that do not run from a given Saturday to the Friday of the following week, to the full week either preceding or following said short week to form one, single stat interval. * The commissioner will combine as many short weeks as necessary as to achieve a 25 stat interval season. * If the commissioner has combined all the short weeks as defined above, and the season still consists of more than 25 stat intervals; the commissioner will recalculate the awards listed in G.2.d as follows: + Winning a week will always be 2% of the final pool. + Leading a final cumulative category will always be 1% of the final pool. + The remaining rewards are all variable with the following rules: + 3rd place overall will always be larger than winning a week, (i.e. at least 3% of the final pool). + 2nd place overall will be larger than 3rd place overall. + The commissioner's cut will be larger than or equal to 2nd place overall. + 1st place overall will be larger than the commissioner's cut. * The smallest unit of award will be a single percent of the final pool, i.e. there will be no half- or quarter- percentages. * A schedule will be handed out at the draft outlining the start and finish dates of each of the season's stat intervals and the percentages of all awards. d. Stats will be done on Saturday night and distributed on Sunday night at the latest. e. Stats will be distributed in one of the following manners, depending on what is easiest for the commissioner and the owner: * Sent by e-mail. (Preferred) * Picked up by an owner at the commissioner's apartment or other arranged location. * Sent by fax. * Sent by snail mail if necessary. f. Stats distributed will always include interval and cumulative standings, a transaction / budget sheet, and team rosters. * Stats MAY also include teams' individual player stats at the commissioner's discretion. g. A copy of ALL stats and distributed materials will be kept in hard copy form by the commissioner and in electronic form on the commissioner's PC. C. DRAFT 1. 98-99 Season Rosters in Respect to Protections and Pre-Season Trades a. For the purposes of 98-99 season, there will be a new draft held to start the league. b. Names will be drawn out of a hat to determine draft order for the 98-99 season draft. c. The draft format will serpentine every round beginning with round 1. (The team will the 8th pick in the 1st round will have the 1st pick in the 2nd round and so on). d. Beginning with the 99-00 season, the draft rules set forth in C.2-3 will be in effect. e. The DRHL assumes NO credit or debit balances from the ARHL! All franchises start with a balance of $0.00. All ARHL debits and credits are still the concern of Mike Astalos as the commissioner of the ARHL. 2. Date, Location, and Attendance a. The draft WILL be held on the first Saturday or Sunday of the week the NHL season starts. b. The draft will be held at the commissioner's residence unless otherwise stated. c. Owners must either: * Be physically present at draft. or * Appoint an owner pro-temp who will be physically at the draft and select for them either from a previously prepared list or by the owner pro-temp's judgment. 3. Draft Picks and Order a. ONLY players on an NHL roster, or who are unsigned free agents whose rights are owned by an NHL team, the day of the draft are eligible to be drafted in the DRHL. b. The draft will consist of 22 rounds c. No team may enter the draft with fewer than 17 picks or more than 57 picks (Note: Maximum based on an 8 team league with all other teams having the minimum amount of draft picks). d. Beginning with the 99-00 season, draft order will be in reverse order of finish from the previous season for the first four (4) rounds. the draft will then continue with a serpentining order beginning in round five (5). This means the 1st place overall team from the previous year will have the first pick in round six (6). e. Below is an example of the draft order of an 8 team league in the 99-00 season with no draft picks having been traded. Protections a. Any franchise may protect up to 3 eligible players from their roster up to 1 hour before the scheduled start of the draft. * An eligible player is one who was not protected the previous year by any franchise. * All protections must be in at least 1 hour before the scheduled start of the draft. * Any player who was protected the previous year by ANY team is considered INELIGIBLE! b. A new franchise, not one that has changed ownership, receives their first three (3) free agent claims for free to compensate for their lack of protections in the draft. D. ROSTERS 1. Limits a. Your roster MUST contain from 17 to 25 players, not counting those on the DRHL Injured Reserved List. b. A player who is on the NHL Injured Reserved List, may be place on the DRHL Injured Reserve List (IRL) free of charge. c. Players on the DRHL IRL do NOT count against the 25 man roster maximum. d. Each team may have a maximum of 3 players on the DRHL Injured Reserved List at one time. e. Players must be activated from the DRHL IRL on or before the second activation period after the player returns to action in the NHL or they WILL be waived! * This means that a player who is on the DRHL IRL and returns to action in the NHL on Tuesday November 24th, 1998 must be activated from the DRHL IRL on your Weekly Roster Change Form (WRCF) on either Saturday November 28th, 1998 OR Saturday December 05, 1998 or they will be waived. * See Section D.3.b-e for more information on the Weekly Roster Change Form (WRCF). 2. Active Roster a. The ACTIVE roster of a team must consist of the following: * 9 forwards (Any combination of wingers and centers) * 6 defensemen * 2 goalies b. Only players on the ACTIVE roster contribute towards the stats used to determine interval winners and are added to the cumulative stats. 3. Roster Changes a. For costs of activations and deactivations see section A.2.a-b. b. All owners at the draft will be given a supply of hard copy Weekly Roster Change Forms (WRCF) as well as a text document version on floppy disk for e-mailing. c. Weekly Roster Change Forms (WRCF) must be received via fax, e-mail or delivery, in the proper format, by the commissioner by 2 p.m. Eastern Standard Time on the Start Date of each interval, or they will be ignored and NO changes will take place. * The ONE exception to this rule is on draft day when all franchises must submit their active rosters to the commissioner before they leave the draft. * This means you must send in a WRCF for each interval you wish to make an activation and/or deactivation, waive a player, claim a free agent, place and/or activate a player on the DRHL IRL, or make a trade. If any such moves are made and no WRCF is sent they will be ignored by the commissioner and the league. * NOTE: all WRCF are judged by the time the commissioner RECEIVES them NOT when they are sent! The commissioner will check his e-mail and fax every Saturday at 2 p.m. EST. So please plan accordingly to take into account for delivery time. * The commissioner will send or deliver a copy of his WRCF to a league owner other than himself by the 2 p.m. EST deadline to assure the legitimacy of the commissioner's moves. d. Conversely if you wish to make no changes to your roster, you may simply refrain from sending in a WRCF and no changes will be made. e. A hard copy of all WRCF sent to the commissioner will be kept by the commissioner; also an electronic copy of all WRCF will be kept on the commissioner's PC. 4. Player Acquisition a. After the draft players may be acquired either by trade or free agency. * For information on free agents see section E. * For information on trades see section F. E. FREE AGENTS 1. Cost a. For cost of free agent see section A.4.a-b. 2. Limits a. Free agents are claimed on a first come first serve basis. b. There is no limit on the number of free agents a team can claim In a week or over the course of a season. * Free agent(s) claimed that put a team over the 25 man roster limit must be met with equal trade(s) of player(s); player(s) waived; and/or player(s) placed on the DRHL IRL to decrease that team's roster down to the 25 man limit. 3. Reporting a. Free agent claims must be reported to the commissioner by e-mail, phone, or fax. * The commissioner must report his free agent claims to at least one league owner other than himself to confirm the legitimacy of his claims. b. Once a claim is made, the free agent is still available for the next 24 hours. If two teams claim the same free agent within the 24 hour period, the team who is currently lower in the cumulative standings will be given preference * Due to the mandatory 24 hour waiting period, free agent claims must be in to the commissioner before 2 p.m. EST on the Friday preceding the stat period the free agent will appear on the claiming team's roster. * If a free agent is claimed after 2 p.m. EST on Friday, the free agent will not appear on the claiming team's roster until the following stat period. c. If a team that claims a free agent does not send in a WRCF for that week, the free agent will be considered not to be claimed and will be available as an unclaimed free agent the next week. d. Free agent(s) claimed that put a team over the 25 man roster limit must be met with equal trade(s) of player(s); player(s) waived; and/or player(s) placed on the DRHL IRL to decrease that team's roster down to the 25 man limit. * If a team claims free agent(s) that places that team over the 25 man roster limit, and no change(s) listed under E.3.d are made on the WRCF that week an appropriate amount players will be waived from the offending team's NON-ACTIVE roster at the commissioner's discretion to reduce that team's roster to the 25 man limit. F. TRADES 1. Costs a. For cost of trades see section A.3.a 2. Limits a. There is NO trading deadline. * There IS a trading moratorium of PROTECTED players on draft day from 1 hour before the draft is scheduled to start until after the last selection is made. b. Trades may involve ONLY players and draft picks for the immediately upcoming draft. (No future considerations, no players to be named later, no cash). c. If a resolved trade places a team over the 25 man roster limit, that team must waive player(s), and/or place player(s) on the DRHL IRL to decrease that team's roster down to the 25 man limit. * If a team is involved in a trade that places that team over the 25 man roster limit, and no change(s) listed under F.2.c are made on the WRCF that week an appropriate amount players will be waived from the offending team's NON-ACTIVE roster at the commissioner's discretion to reduce that team's roster to the 25 man limit. d. No team may trade away draft picks that will place them below 17 picks in the upcoming draft after the resolution of the trade. All teams must maintain at least 17 draft picks for the upcoming draft. e. All trades are reviewable by the commissioner and can be declared null and void by the commissioner if the commissioner feels the trade violates the spirit of the league. * Teams involved in a voided trade are allowed to file a grievance to the league. See section H.2.a for details on filing grievances. 3. Reporting a. Once a trade has been finalized and agreed upon, both teams must report confirmation of the trade to the commissioner by e-mail, phone, or fax, as soon as possible. b. BOTH teams must also make sure to report the trade on their WRCF for that week or the trade will be declared null and void. * If EITHER team does not send a WRCF or does not report the trade on the WRCF for the week the trade is made the trade will be declared null and void. G. POOL DIVISIONS 1. Notice of Variability a. Note the figures listed below are VARIABLE, according to the number of stat intervals in a give season. See section B.4.a-c for details b. The following figures are based on a 25 stat interval season. c. For details of the variability of the awards see section B.4.a-c. 2. Commissioner Payment a. To compensate for supplies, expenses, and time the commissioner will take a 10 % cut of the final pool at the end of the season. 3. Division of the Remaining 90 % of the Pool a. Weekly Winners: (Based on a 25 stat interval season) * Each team that wins a week will receive 2 % of the final pool at the end of the season for each week won. * If there is a tie for winning a week; that week's winnings will be spilt equally amongst the teams tied for winning that week. b. Cumulative Statistical Category Winners: (Based on 13 statistical categories) * The team that finishes first in a cumulative statistical category will receive 1 % of the final pool at the end of the season. * If there is a tie for first in a cumulative statistical category, the winnings will be split amongst all the teams tied for first in that cumulative statistical category. c. Final Cumulative Standings: * 1st place overall in the cumulative standings will receive a 15 % of the final pool at the end of the season. * 2nd place overall in the cumulative standings will receive an 8 % of the final pool at the end of the season. * 3rd place overall in the cumulative standings will receive a 4 % of the final pool at the end of the season. * If there is a tie for any of the final cumulative standings, the team who won more weeks during the season will be given preference. * If the there is still a tie between weeks won the team that won the greater number of cumulative categories will be given preference. d. Summary: * 10 % Commissioner's cut * 50 % 25 weekly winners at 2 % per weekly win * 13 % 13 final cumulative categories at 1 % per category winner * 15 % 1st place in the final cumulative standings * 8 % 2nd place in the final cumulative standings * 4 % 3rd place in the final cumulative standings 100 % TOTAL 4. Payments a. As mentioned in B.4.f a budget sheet will be distributed each week with the stats. This sheet will outline all costs incurred by each franchise and the payments they have made. b. Payments to the league may be made in cash or check form, either as the transaction is made or later on during the season. * The league would prefer if all payments could be made no later than 2 weeks following the issuance of the final stats at the end of the season. c. NO awards will be dispersed until ALL franchises have reduced their balance to $0.00!!! d. Awards will be dispersed to appropriate franchises as soon as all balances reach $0.00 there will be NO league credit. 5. Failure to pay a. If for ANY reason a team drops out of the league and refuses to pay their balance; all of that teams unpaid transactions will be subtracted from the total pool and all payments from the pool will be recalculated from the new figure. That owner will be banned from the DRHL for life, and I mean it, this ain't no MLB. H. MISCELLANEOUS 1. Franchises a. Franchises will be limited to an maximum of 8 the opening season (1998). The league has the option to expand up to 10 teams each of the following season at the commissioner's discretion. b. No one person may control more than one (1) franchise. c. No new franchises will be awarded until all existing franchises have an owner. 2. Grievances a. Any owner with a grievance against the league or the commissioner's decision may petition to have the grievance put to a vote of the owners. * The cost of filing a grievance in $5.00 paid upon the filing of the grievance. * Each party writes a SHORT, (no more than half of an 8.5" by 11" sheet of paper in 12pt. Arial font), description of their position, and submits it to the commissioner. The commissioner will contact with each owner via phone, e-mail, or fax and distributes the positions. * The grievance is then put to a vote of all the owners. Votes will be needed within 72 hours of the filing of the grievance. Owners not responding within 72 hours will be considered abstaining from the vote. The status quo carries all tie votes. * If the team filing the grievance wins the vote their position carries and they are refunded their $5.00 filing fee. * If the team filing the grievance loses the vote, the status quo stands and the filing fee is added to the pool. 3. Rule Changes a. Rule changes during the off season need only be ratified by a simple majority of the owners. b. Rule changes DURING the season must be ratified by a unanimous vote of the owners. * All owners MUST vote yes or no on changes during the season, there can be no abstain votes. c. In all votes concerning rule changes the status quo stands on all ties. |
