2002-2003 UBL Constitution (updated 10/1/02)



I. OVERVIEW 

The UBL is a Diamond Mind Baseball v.8, continuous ownership, non-DH computer 
baseball league consisting of four divisions of 6 teams each. 

The league begins play October 1 with a 6 month schedule. Months 3 & 4 are 
played together due to the holidays. 

No dues will be collected. 



II. MANAGER RESPONSIBILITIES 

1. Each manager will have until the 20th of September to submit their manager 
profile for month 1 and their pitching rotation for the year. 

2. The computer manager will be used by the visiting team unless both managers 
agree to play online or head-to-head. 

3. If the computer manager is used, the home team should first consult the 
teams' rotations in Organizer -> Notes.  The home team will insert the
scheduled pitchers, but they should allow the computer manager to choose the 
lineup for the visiting team:  

	After the game is selected, in Scheduled Game Options, Visiting team, 
	Starting lineups, choose Human (the other 3 boxes should show Computer).
	After both starters are chosen, click OK, then choose Other Actions ->
	Computer Manager.

4. Stat transfers & manager profiles will be due on the 20th of each subsequent 
month, and the updated disk will be sent out on the 1st of the next month. You 
will have a chance to update your profile after you see the stats for the month, 
but before the new disk is sent out. 

5. Stat transfers and manager profiles must have the team name in the zip file.

6. Rotations must be in the format nickname.txt and must be readable in Windows 
Notepad.  Example: tourists.txt would be the Tourists rotation. 

7. All trades must be reported by e-mail and confirmed by both parties and the 
league office to be valid. Waiver claims and releases must also be reported by 
e-mail.

8. Your 25-man protected list for the draft is due before Month 6 play begins on 
March 1st. 



III. ROSTERS 

1. Rosters may never exceed 40 players. 

2. Active rosters must not exceed 25 players, 40 in month 6. If a roster has 
more than 25 active, or a scheduled starter inactive, their opponent may farm 
ANY player on that roster, except for the scheduled starters for that series, to 
bring the total to 25. 

3. Player sent to the minors must remain down for 1 month. Your active roster 
can change month to month, but must remain the same during the month. Exception: 
since Months 3 & 4 are played together, no roster moves are allowed between 
those months.

4. 10 pitchers, including a minimum of 5 starters, must be active at all times.  

5. 2 catchers and 2 shortstops must be active at all times. 

6. 25 players may be protected for the upcoming draft. Players claimed on 
waivers may not be protected. 



IV. TRADING / WAIVER CLAIMS 

1. Trading and waiver claim deadlines: 
A. Sept. 30 for month 1 
B. Oct. 30 for month 2 
C. Nov. 30 for months 3 & 4 
D. Jan. 30 for month 5 
E. Feb. 28 for month 6 

2. Any player not protected on a roster may be picked up by making a waiver 
claim. In the case of two teams wanting the same player, the team that claims 
him first gets the player choice. Waiver claims that would put your team over 40 
players must be accompanied by asking waivers on one of your existing players, 
or it will not be considered a valid claim. 

All players picked up after the regular draft or supplemental draft has ended 
will be considered waiver claims and will be marked with a "+". Beware of 
picking up a player who has already accumulated stats and has been dropped by 
another team.

3. A player may not be traded for himself - no "loaned" players allowed. 

4. Teams may only trade picks for the upcoming draft. They may only trade picks 
to the draft immediately following the upcoming draft during the off season 
(i.e. trading draft picks 2 drafts into the future is not allowed until after 
the season ends). 

5. Trades including "players to be named later": the PTBNL must be protected by 
the team trading that player. 



V. PLAYER USAGE


1. Pitchers 

A. Pitchers are limited to 110% usage based on real life batters faced (BF).

B. Only pitchers who are rated to start may start, anyone may relieve.

C. Starts are limited to 34 unless that pitcher had more than 34 in real life.

D. Starters must have 3 days rest between starts during the regular season.

E. 5 pitchers must be in your starting rotation each month.


2. Batters 

A. Batters are limited to 110% usage real life plate appearances (PA).

EXCEPTION #1: Batters with 400 or more real-life PA may be used for actual games 
played regardless of plate appearances. If such a batter exceeds his real-life 
games played, then he may not exceed real-life PA+10% (110%). 

EXCEPTION #2: Catchers with a real life OPS (on-base pct. plus slugging pct.) of 
less than .600 may be used for 150% of real life PA. 

B. Batters may not exceed 200% of PA vs. either side pitching. 


3. Fielders 

A. Players may only start at positions where they played in 5 or more real life 
games. 	Exceptions: (assuming 5 starts at the 1st position listed below) 
	1. Outfielders may start at any outfield position. 
	2. Shortstops may start at any infield position. 
	3. 2nd basemen may start at 3B. 
	4. Any player may start at 1B. 

B. If a player played no position in 5 or more real life games, he may start at 
the position where he played the most games. 

C. If a player was a DH in real life, he will be rated as PR at his last 
position played in the majors and be given an error rating of 100. 

D. After the 5th inning, anyone may play any position, rated or not, as needed. 



VI. PLAYOFFS 

1. The 4 division winners & two teams with next-best records in the American & 
National Conferences make the playoffs. 

Round 1: #4 vs #1, #3 vs #2 
Round 2: winner of 4/1 vs winner of 3/2 
Round 3: World Series - conference winner vs conference winner 

2. Seeding in all playoff series will be determined by the following criteria in 
order: 
A. BEST SEASON RECORD 
B. BEST ROAD RECORD 
C. MOST RUNS SCORED 
D. LEAST RUNS ALLOWED 
E. COIN FLIP 

3. Teams which receive penalties for overuse forfeit one game in the standings 
for each penalty (for playoff seeding and eligibility purposes - see VIII.1.B. 
below). 

4. The format will be 2-3-2 with a day off between each set of games and series. 

5. In the event of any tie involving teams making the playoff, a sudden death 
game will be played on the day off at the end of the season to determine the 
order of finish. If more than 2 teams are involved in a tie, a round robin will 
then occur and additional days off will be given to all teams in that division 
not involved in the round robin. The teams with the best record during round 
robin play advance to the playoffs. Should a tie still exist after round robin 
play between 2 or more teams this process will be repeated for the teams that 
are tied if an open position is still available in the playoffs. 

6. Playoff rosters will be comprised of 25 players, with rosters frozen for a 
given series. One move is allowed between series. 

7. No batter with less than 150 real life PA is eligible for the playoffs unless 
he remains on the active roster all season. 

8. No pitcher with less than 150 real life BF is eligible unless he remains on 
the active roster all season. 

9. No player claimed on waivers (marked with a "+", IV.2 above) may be used in 
the playoffs.

10. All games must be played online or head-to-head unless both managers agree 
otherwise. 

11. Playoff manager profiles must be received within the time frame set by the 
league office & playoff series must be completed within the time frame set by 
the league office. If you are unable to comply, the team will be managed by the 
league office.

12. No pitcher rest restrictions will be in effect for the playoffs. 



VII. DRAFT 

1. The regular draft will be based on the reverse order of league standings. Any 
ties will be broken by the criteria used above in VI.2.B-E. 

2. The regular draft will consist of 15 rounds. 

3. Supplemental draft: after the regular draft, teams may make player cuts. 
Those teams, along with any team which does not yet have 40 players will have 
the opportunity to submit a list of players that they would like to fill out 
their rosters. The draft will continue in the same order until every team that 
wants to has 40 players. Players may not be released during the regular draft. 



VIII. PENALTIES 

1. One team exemption will be given for each of the following infractions: 

A. One occurance of up to 30 excess BF per team. 

B. One occurance of up to 30 excess PA per team, including restricted batters in 
V.2.B. 

C. One occurance of up to 2 excess pitcher starts per team. 


2. Once the team exemption above has been granted, a penalty will be assigned 
for each of the following infractions, as above: 

A. One penalty for each occurance of an additional 30 excess BF per team.  31 
excess BF = 2 penalties, and so on. 

B. One penalty for each occurance of an additional 30 excess PA per team, 
including restricted batters in V.2.B.  31 excess PA = 2 penalties, and so on. 

C. One penalty for every additional 2 excess pitcher starts.  4 excess starts = 
2 penalties,
and so on.  

Note: Pitchers will not be penalized twice if they exceed B & C above - the 
lesser of the two will take precedence.

D. One penalty for the second occurance of a stat transfer or manager profile 
received late. 

E. One penalty for not getting your 25-man roster in on time. The league office 
reserves the right to choose the roster and MP if overdue.

F. One penalty for using the wrong starter for a visiting team. 

G. One penalty for any other rule not adhered to and not covered in A-F above. 


3. Each penalty will cost 1 spot on your 25 man protected roster after the 
season. In addition, any one player who exceeds the limits imposed in 2 A, B, or 
C above will become a free agent. If the player was not on the 25 man protected 
list then the team will instead lose a spot on the protected roster. The league 
office reserves the right to make those roster changes if cuts are not made 
within the time frame set by the league office.


4. Each penalty will also subtract 1 win & add 1 loss to that team's record, 
used to determine playoff eligibility or seeding. The team's record will remain 
unchanged in determining the team's draft order.



IX. The commissioner of the league has final say in all matters, but anything 
may be brought to a vote by request.
