The "Tidewater Area Associations Travel League" shall be sanctioned with the Women's International Bowling Congress and the American Bowling Congress through their local associations. The league shall consist of 10 or more teams with a playing strength of three persons. Membership in this league is restricted to the Officers and Directors of the Portsmouth Women's Bowling Association, Tidewater Women's Bowling Association, Norfolk Bowling Association, and Tidewater Area Young American Bowling Alliance. Associate Directors and "Buddies" from the TWBA, PWBA and NBA are also eligible. The league will bowl on Sunday for 11 weeks at various bowling centers as prescribed in the schedule. All scheduled matches will start as determined by the schedule.

1. MANAGEMENT: The management of this league shall be vested in the board of directors, which shall consist of the officers and team captains. A majority shall constitute a quorum.
2. FEES: The amount to be paid by each bowler each day shall be $8.00, of which $3.75 to 5.65 shall cover the cost of bowling, with the balance to be placed in the league treasury. An account shall be opened in the name of the league in the Bank of the Commonwealth in which funds will be deposited weekly. Withdrawals from the account shall be made only with the joint signatures of at least two authorized officers of the league. Prize fund will be distributed to various charities as voted on by membership.
3. TYPE LEAGUE: This league shall be a trophy league, with a perpetual trophy engraved with the names of the championship team. This trophy will be prominently displayed during the season at the center in which the league will next be bowling. There will be no individual awards other than national and local awards.
4. ENTERING AVERAGES: Bowlers will use their highest average from the previous season, as published in the Joint Association Yearbook, for purposes of establishing teams. Averages will be established the first day of bowling.
5. HANDICAP: The handicap allowance shall be 100 percent and shall be based on the difference between each individual's average and a scratch figure of 200.
6. SUBSTITUTES: A list of roving substitutes
shall be maintained by the league. Women may substitute for men and
men for women. A substitute may bowl for more than one team on any
given day, but under no conditions may a member or substitute bowl with
more than one team for the same scheduled game.
Substitutes shall consist of directors, associate
directors, buddies and spouses only.
7. LEGAL LINEUP: Legal lineup consist of one person. Both regular and substitute players shall count toward a legal lineup. A minimum legal lineup must be present by the completion of the first frame of each game. Vacancy score shall be 200 with no handicap.
8. FORFEITURE: When a game is declared forfeited, the team present shall bowl as though the game was actually contested. The team must bowl within 30 pins of their current average in order to win points by forfeiture.
9. ABSENTEE SCORES: Absentee scores shall be allowed when a team has a legal lineup, but less than a full lineup at the start of any game in a series. The absentee score shall be the current average of the absent bowler. If more than one absentee and only one sub is available, the score of the absentee with the most games bowled shall be used.
10. TARDY BOWLERS: A bowler who arrives late may enter the game provided 3 frames have not been completed. Frames missed may be made up.
11. POSITION STANDINGS: Standings shall be determined on a point basis, with one point awarded for each team game won and one point for the high team series in each match.
12. COMMITTEES: Audit Ernie driver, Ken Phillips and Grace Madden. Prize committee -the body at the end of the season shall vote on the distribution of the prize funds. Ad for the yearbook shall be taken out at cost of $50.00
13. PLAYOFFS: To determine the winner of any playoff for first place, a one game roll-off immediately following the last night of bowling shall be bowled under the same conditions and rules governing league play during the regular season.
