Sometimes someone essentirally good does something just a bit, well, evil.
The law won't protect them, and they've got to go to protect themselves.
Or, maybe a captain with liberal interpretations of the difference between
smuggling and trading brings in some orbis and fengul root from the Lapis
Archipelageo...these people know where to go.

Freeport
Geography of Freeport
History of Freeport:
When Men began to sail the Moonsea, Traitor's Isle was quickly discovered.
In fact, on the clearest of days the peak of Mount Valbek was seen above
the eastern horizon from Volyn. The people of the city mythified
the peak as the flying palace of Karmine-Alusan, the sun-god. Once
the island was discovered, the people named it Valbek, after the peak.
The wizards' prescense on the island waned and the plans for New Volyn
were thrown out. However, Captain Tegul of the Wicked Wench retired
to Freeport and built it anew. Over time, traders, smugglers, and
other people who couldn't stay anywhere else began to arrive. After
Capt. Tegul's death, a council of locals was established to manage the
minimal civic affairs of the port, it still does so today.
