spell_effect = This insideous spell causes the air molecules around the
victims head to condense rapidly, literally drowing the victim where he
stands. An area big enough around the victims head is what's effected,
not the air itself. Upon initial reaction, the victim is surprised and
temporarily overwhelmed. Spellcasting is impossible, as is use of
psionic powers. The victim receives a -4 to all combat oriented rolls
due to incoherence and painc. As Dominick Wickondale, it's creator
stated, I don't give a damn how steadfast you are, drowning is nothing
to balk at, even the most fearless find themselves in a panic when not
breathing is the issue. How long can you hold your breath boy? I guess
you should have thought about that prior to picking o this old man.

his...uh...gentile manners and way with words) In addition to the
negative 4 to all combat rolls the victim suffers a movement penalty.
He is oly able to move 3 spaces per round, most do, though in no
apparent direction and not of their own well being incredibly
off-balenced. If the victim wishes to take an action a wisdom check at
-4 is required to see if the individual can keep his head during such a
nasty situation. For every 6 steps the victim must make a dex check at
half his ability or fall to the ground. The appropriate action check is
then required if the indivdual wishes to move. For every round the
victim is drowning he suffers 1d4 points of dmg. If the victim sustains
20 points of drowning dmg or more, he dies from drowning. Dominck
enjoys it when enemy casters attempt to 'destroy water' and use other
technqiues to try to destroy the water currently around the victim, not
realizing it's the area around the victim's head, not the water itself,
that is effected. Dominick is a sick, old S.O.B., in case you hadn't
noticed. Note- size need not be a factor, a cloud giant could,
technically, be effected, but creatures without an actual head, such as
an ooze or an argos, could not. The material component is a teardrop
shaped crystal and a vial of water that has gone through the
evaporation cycle at least once. (Hence magicaly created water fails)
