in malls, parking garages, federal buildings; uses selectively-placed and
undetectable bugs

hidden in personal computers, televisions, car and home stereos -- can
correspond fairly easily to any location that has technological devices,
but less effective in observing subjects in wilderness, rely on satellites

has a minimalized
personal life, high Arcane... not likely to become an influential or powerful
mage
