Summon Attack : Tidal Wave        

Description:

Out from nowhere a creature appears from thin air, morphing from a water base state into a fully grown dragon. It flies up on top of a waterfall mountain and let out a sharp light, water come hurdling down from the top of the mountain and sweep all enemy party away.

Getting it:

Just after you return back to Balamb Garden, you will be asked to meet Master Norg. You will confronted him at the basement floor. Master Norg has two guardian on both side of him so make sure you point the arrow at the middle where Master Norg is and Draw Leviathan from him.
