As you are no doubt aware, a large Atlantean fleet, numbering more than one hundred ships, patrols the waters at the edge of Haven's bay. Earlier today, they began to take hostile action against ships entering and leaving Haven's docks. You've certainly also been made aware of the fact that this armada has attempted to board every ship, be they Empyrean, Varati, or independent, and that there has been bloodshed.

Additionally, as if the blockade is not enough, inland incursions have been made by small Atlantean assault squads. They seem to be targetting overland merchants, and more blood has been shed. The Hounds have managed to take some of these invaders into custody, but their ability to slip in and out of the water has made the task of defense a difficult one.

This action appears to be a joint Pandion/Ormani assault. The fleet and troops are Pandion, but they are based in Ormani waters. Both the sea blockade and the overland assaults are being staged from Ormani territory, so our hands are effectively tied. Delphi looks forward to a coordinated diplomatic response to these aggressors. It is in the best interests of us all that this unpleasantness is ended.
