DYNAMIC GOVERNACE - Marikina Mayor Bayani F. Fernando receives the Konrad Adenauer Medal of Excellence for providing dynamic leadership and achieving an governance, from local Government Assistant Secretary AusterE Panadero (left) and Willibold Frehner, country representative of Konrad Adehnauer stiftung at formal rites at the Manila Hotel yesterday. The award is only given every three years, after thorough screening of local government leaders worldwide.
