Dr. William Raines was initially employed as part of The Centre's pyschogenics research wing along with his colleague Dr. Sydney Green. Mr. Raines has since thrown aside his Hippocratic Oath, divested himself of any partnership with Dr. Green, and established himself as a free-lance scientist working on projects authorized by The Centre, while at the same time conducting unauthorized experiments in private. His areas of expertise include psychogenics, eugenics, cryogenics and brain wave manipulation therapy.

Mr. Raines' private research included experimentation on Subjects Timmy (Angelo), Kyle, Jarod, Bobby (Mr. Lyle), Dannie (Einnad), and Davy. Although much of the experimentation was done without direct authorization from The Tower, it was often completed on Centre property, most often in Sub-Level 27. When a fire gutted SL-27 in or around 1982, Raines' experimentation moved to other on-property laboratories, psychiatric hospitals, or to off-property warehousing facilities.

Jarod, PRODIGY and The Pretender Project

The escape of Subject Jarod and his continued emancipation from his habitat at The Centre has become the focus for a massive global man-hunt by The Centre's SIS retrieval unit, the Triumvirate, and Mr. Raines. Due to the extremely sensitive nature of Subject Jarod's knowledge, abilities, and genetic structure, his re-capture is a priority objective. Subject Jarod has proven to be most elusive due, in part, to his chameleon-like ability to blend in to any situation and/or occupation.
