1998-1999 Cross-Ex Debate Case Opening:

Resolved: That the United States should substantially change its foreign policy toward Russia.

The Russian Federation, heading into the 21st Century, is facing critical decisions in how it is building its seemingly new democratic nation.  The economy, environment, military, & foreign relations all place a key part in these decisions.  As we are citizens of the United States, we must take action into learning about these things, for it will be assumed that our nation will be the most important foreign factor in this process.  With this in mind the Affirmative Team stands firmly Resolved: That the United States should substantially change its foreign policy toward Russia.  For the purpose of this debate, the Affirmative Team reserves the right to define any & all terms.  We now present the following observations:
