Sega Rally 2 is one of the best racing games I've ever played on PC.  This game is a must have.  It is currently available only in Europe and Asia, where rally racing is most popular.  This game will soon be release in the U.S in the 4th quarter of '99.  You can check out Sega's Website here for more information abou the game.
