Chapter IV
The Grand Council

Article 9
Composition
  1. The Grand Council shall consist of all those named as founders,and each group shall elect one to this council;


Article 10
  1. The Grand Council may discuss any questions on any matters within the scope of these articles as published or relating to the powers and functions of any division or agencies named in these articles of association and, except as noted in article 12, may make recommendations with regard to such principals to the members or the WHA Council on any matters that arise;
Article 11
  1. The Grand Council may consider the general principles of cooperation in maintaining intergroup peace including disarmament and regulating armaments, and may make recommendations to the members or the WHA Council or both;
  2. The Grand Council may discuss any questions relative to inter group peace and security out to it by any member or the wha council, or a non-member group or individual in accordance with article 25 paragraph 2 and, except as provided in article 12, may make recommendations with regard to any such questions to the members, the wha council, or the pleading non-member/group or to all of them. Any such question that requires action shall be referred to the WHA Council by the Grand Council either before or after discussion;
  3. The Grand Council may call situations which are likely to endanger inter group peace and security to the attention of the WHA Council;
  4. The powers of the Grand Council as set forth in this article shall not limit the scope of article 10;

Article 12
  1. Where the WHA Council is executing the functions assigned to it under these articles of association with respect to any dispute or situation,the Grand Council shall make no recommendation with regard to that dispute or situation unless so requested by the WHA Council;
  2. The Grand Prezident, with the consent of the WHA Council shall notify the Grand Council at each session on any matters relating to the maintenance of intragroup peace and security, which are under discussion in the WHA Council, and shall notify the Grand Council
