The ********.cmp File structure

The file controls the reconstruction of TheCampaign  (Instance Object of the CampainClass) where the names used for these datafields came from.
The DECODE / ENCODE methodes reflect also the version history development. to enable compatibility with elderly datafiles(training files are older).
