To cheat, select Elvis as your character and take out as much loans as you can (4),
 then save your game as character, and start all over again, but this time load the 
character you saved, notice you will have as much money as you had when you saved, 
but you dont need to repay the loan because the money is now all yours. 
Keep repeating that, and you can get as much as 10 billion 

It doesn't PAY to cheat; but it does PAY to work for the mafia. The mafia provies an 
indispensable income. Once you've established your links in the underworld, you're 
virtually well-known. Money-laundering then becomes a huge money making scheme for you. 

Forget yer money-laundering, ask the mafia for the latest weapon prices. 
Take note of these and buy weapons at a low cost. Fly over to some high-paying country 
and sell the weapons. Always buy as much as you can for as low as you can. 
(this profitable method will require some cash up front - maybe even a loan but will 
soon pay off) And don't forget to save often as the law will catch up to you. 
It's dangerous, but it's more profitable than anything else. 
You might get caught, but hey, that's pizza business.
