How can I put sprites into Duke Nukem that move (bad huys, strippers etc,)?

Find a sprite (12-1200 or so, you'll recognize them). If you find the sprite you want, find one that has a name AND number. Once you put it in, it will do a few frames of animation (move).

How do I put lotags and hitags

In 2d mode click and position the mouse in the sector you want the tag and press "t" for lotag and "h" for hitag.

What is a tag?

A tag is property given to a sector, the lotag says what special attributes the sector has (water, door, etc.,) and the hitag is the identification you give it (if you have a door with a button, it tells the computer which door to unlock when you press the button)

When I make an underwater sector, it doesn't work and the guy dies. How did that happen?

You have to put all of the tags in the same position. The two sectors have to be the exact same size with the tags all in the exact same positions. If not, krsplat!
