An Introduction to my new series of articles

 Hello!  I'm Bashir (Patrick Craine).  This is the first article in a series of articles that I will be writing for my website 'Bashir's Medicine Cabinet'.
 This series will contain my points of view on deckbuilding, strategy, or any other information about the
Federation that will help most STCCG players, especially the ones that usually play Federation.  If there

So, who is the best Federation personnel?

    This is a question I have been asked by my friends many times before.  Of course, them being casual
players who haven't collected much since Q-Continuum came out, still believe that Picard is the best.
That might have been true after the first three expansions, but he now isn't a clear leader.  But yes, he
does put up a fight.
Probably the best personnel coming out of Alternate Universe would have been Rachel Garrett, but it
would be almost impossible to say she was as good as Jean-Luc.
There were a few candidates from the Deep Space Nine expansion.  The best from this expansion
probably were Jadzia, Sisko, and Bashir (!).  Although Bashir is no doubt the best MEDICAL in the
game, he doesn't really stand a chance against our current leader, Picard.  Jadzia Dax has some good
skills that aren't very common, and has more skills than Sisko, but Sisko is a matching commander.  I
think Jadzia will end up winning this one, though.
Now we have to figure out who is better, Jadzia or Picard.  They both have Command icons, so that
cancels each other out.  Picard has 1 more skill than Jadzia, but she has a more rare classification
(SCIENCE).  They both have Archeology.  Jadzia has double Navigation, which is not all that common,
as well as Astrophysics and Anthropology, two more you don't see very often.  Finally, Picard has more
Integrity, but less Cunning and Strength.  Jadzia wins (although I think Picard's was a
better Starfleet personnel).

    In the Dominion expansion we got two Federation preview cards out of 4 previews that were put out.  Both are exceptional cards that will help most decks.  Now, we will decide which is the best out of these two and put them up against Dax.
Captain Kirk has double Leadership (which suits him), but so does Admiral Riker, so that becomes
obsolete.  Both have downloads, Riker can download an Enterprise, and Kirk can download Captain's
Log.  Riker undoubtedly has a better download (although it depends if you're using an Enterprise).  Now
Kirk has 3(!) special skills, all that can be of big use too most decks.  His first, which allows you to
initiate battle against non-Federation (but only with one ship), is better than Riker's initiate battle against Klingons(with all ships at the location).  Now Kirk has another special skill that will let him stun his adversary.  This can be good, but wouldn't get used too often during a game, and his last special skill won't get used very often either (allows him to stop one female present).  Riker has three more skills, 1 that is common, and 2 that aren't as common.  Right now, Riker leads.  Kirk has a better classification, which can be used to get by Maglock, but Riker reports for free to the Office of the President.  Riker wins.
Next, we have Jadzia vs. Admiral Riker for the big prize (actually, there is no prize).  Let's start off with their classifications, VIP and SCIENCE.  SCIENCE is obviously better.  They both have the same amount of skills, but Riker also has a download (not to mention one skill is a special skill).   Her Navigation X2 is more rare than his Leadership X2, but Leadership is used more often.  Her Astrophysics, Exobiology, and Anthropology, are less common than
Diplomacy, Music, and Navigation.  At the moment they are in a dead heat for the lead, but we still
haven't look at Riker's two strongest features: his download and special skill.  So Riker wins the whole
