ComStar is composed of several branches, all reporting to the Primus and First Circuit. Current branches include the ComGuards, which serve as the armed forces of ComStar, and ROM, which serves as ComStar's intelligence branch. Financial Affairs deals with all monetary affairs, while Stellar Relations handles diplomatic matters, and Terran Affairs serves as the liaison between ComStar and its citizens. Archives and History maintain the ComStar historical databases and archival systems, Science and Research is the research and development arm of ComStar, and Communications handles all business deals with the hyperpulse generator systems. A relatively old branch, the News Bureau serves as the largest news organization in the Inner Sphere, while the Explorer Corps has been charged with mapping space.
Primus Mori instituted several changes in ComStar's command hierarchy. A fourth tier of administration now supplements ComStar's former three-tiered structure, officially sanctioning the commonly designated rank of Demi-Precentor below that of Precentor. Five or more Demi-Precentors now report to each Precentor and receive rotating assignments.
Each rank supports numerous sub-rankings and functions. Sub-rankings, or grades, are designated by Roman numerals, with I representing the first-year members of each rank. Each year of an acolyte's tenure within ComStar raises his or her sub-ranking by one; therefore, an adept III represents an adept who has spent three years at that rank within the Order. Promotion to the next rank is granted upon recommendation of a superior, or else occurs automatically upon achieving 25 years - Grade XXV - in a given rank.
The rank and grade classifications are further broken down by Greek letters used to specify each individual's function.
For example, Adept XI-epsilon designates and adept MechWarrior in the Com Guards with eleven years of service. Precentor VIII-rho/rho designates a Precentor in ROM's intelligence network who has served at that level for eight years.
As part of her reforms, Primus Mori dropped the ROM designation Omicron (ComStar Internal Obedience/Intelligence) and the Com Guard designation Psi (Spiritual Enlightenment Staff). In the new Order, coercion and indoctrination have no place.
