Baldur's real identity still remains a mystery, although it is assumed that he was a Thorite who volunteered, or an Alchemax employee whose profile matched the original Baldur's in some way. He was first seen in public as Baldur via live holo news broadcast. The report was the first sign of the New Aesir, as it reported the exploits of a hero calling himself "Baldur." This firmly established his role as the Aesir's public relations member. His was the first face presented to the public, keeping the Aesir's profile and image high, and their mission relevant. Baldur was also shown in Ravage 2099 (Marvel Series) # 14 working the talk-show circuit, where he officially identifies himself and his companions as the "gods of Valhalla."
With the first few times he appears in public, singlehandedly quelling riots and rescuing children from burning buildings, he is an instant sweetheart of the public, thanks in large part to a fawning news media blitz orchestrated by Alchemax. Of course, the fickle masses don't feel much love for the pile of soot left of him when the battle at Valhalla is over. Such is public opinion. It's difficult to describe any of Baldur's actions as despicable, since he genuinely believes he is working toward the greater good. Indeed, most of the acts of heroism that vaulted him and the Aesir into the public spotlight (even though they were staged by Alchemax operatives) were just that: heroic. Probably the worst characterization that can be applied to Baldur, since he had no business passing himself off as a god, is arrogance.
Baldur possessed the same superhuman strength, agility, fighting prowess, and invulnerability that the other Aesir was "blessed" with. However, his "life" as Baldur was much shorter when compared to his "Asgardian" companions. Baldur never had the time to reassert his pre-Aesir personality after the nanoids transformed him into a false Asgardian. It is unknown if he would have ever regained control over his own mind. Therefore, his every action was dedicated to the greater glory of Thor, Odin, and the resurgence of a new Asgard, by way of discrediting the new wave of masked heroes sweeping the country. This made his occupation quite hazardous, as it was meant to strengthen Alchemax's hold on the public. This quickly put him at odds with the heroes of 2099 that he sought to discredit. Soon enough he found himself on the wrong end of the Punisher's plasma cannon. Baldur, and fellow "Asgardian", Heimdall, were blasted by the advanced weapon and fell from the floating city of Valhalla.
