In most cases they have no knowledge of how to operate, let alone repair the equipment, thus most of thier possessions are in poor repair. The Pakleds have yet to be made a part of the Federation. They have already had one experience with the Federation when they kidnapped the Chief Engineer of the Enterprise-D forcing him to make repairs and give them weapons technology. |
