The Chancellor of the Princes is charged with appointing ambassadors. Glantrian ambassadors have to be nobles (and therefor magic users). There title is maintained until the ambassador dies or until the council decides on dismissing him/her for some reason. Glantrian ambasadors, apart from being representatives of the principalities, are the authority concerning magical trade and competition with their appointed nation. The ambassador is supposed to monitor the progress in magical research the country he's/she's in reaches and report about new and exotic spells he/she comes to find to the Great School of Magic.
Sometimes the ambassador is one of the most experienced magic-users in the country and in these cases he/she might become a teacher of magic to the "undeveloped" people and teach them basic spells.
The constabulary maintains communication with each ambassador and sometimes uses his/her position to inflitrate spies into the said nation.
