Each member shall be on the council through 15 proposals, staggered so that one member changes after every fifth proposal. The starting members shall be the founding members of AIN (Israel, Portugal, & NU). They will decide who among them three will be the first to leave after the first 5 and after the first 10. The leaving member shall say who will replace them as long as that nation state has not been on the council more times that any other nation."
