What is rewire?
Rewire is a system that allows you to open tracks created in (e.g.) REASON in (e.g.) Cubase.
Once assigned, the vst mixer in Cubase will show meter activity from the tracks in Reason, allowing you to add fx and render your reason tracks in Cubase.
