Files has stated that he worked under David Atlee Phillips and many JFK researchers contacted us to tell us that Phillips WAS NOT a recruiter.

Since it is now known that Phillips WAS involved in the Bay of Pigs and WAS in charge of certain operations, the document released here PROVES that each project chief (as Phillips was) had the choice of men to work under him.
