When I'm trying to train my Norns, they will sometimes start telling me they want to sleep, but their sleepiness and their exhaustion levels are both low. Why do they try to sleep????

They're not trying to sleep. this is a variant on the stop and drop

themes. They're trying to get you to stop what you're doing, because they
want to go on to something else. They will also get into 'stop hand', and
'drop hand', in these situations.
