I have 12 Norns in my Albia, and several eggs with embryos wriggling around inside, but the Incubator is closed. How do I hatch them??

In that situation, you can't. The eggs will stay like that until:
      a:  A Norn dies, leaving a vacancy to be filled.
                                 or
      b:  A Norn is exported, leaving a vacancy to be filled.
                                 or
      c:  The egg is touched by you/Norn/Grendel, causing it to require the
Incubator to hatch, which won't open until shortly after you drop to 7 Norns
in Albia.
