The gentle Horsea are better at defense than
     offense, but unfortunately they can't take
     much punishment. Trainers should look for
     Horsea in the waters around Cinnabar Island,
     Seafoam Island, and routes 19, 20, and 21.
     Over time, Horsea will evolve into Seadra.
