Get to the Secret Island In the Dam.  Put this code into your Gameshark.

Then start the level.  Goto the Second Guard tower and go down the ladder to the left of the door.  Once down there, go out to the end of the closest dock.  Sthand in the corner closest to the island.  Once there, press L and R and the Game Shark Button at the same time.  You should then be out on the Water just walk out there and explore.  It may take a few tries but you should get it after a while.  *NOTE* The game shark button is the button on your gameshark.
