E.V.I.L. stands for Exciting Vamps (and) intriguing Ladykillers. Itis an Assassin's guild In the Rhy'Din war council and is run by GMA Rue Dragonsblood Currently it's not officailly related to any specific guilds but most of it's members belong to AToM BoMB

Does EVIL have laws and if so where can I find them?

EVIL has a strict code of laws they are quite similar ro the laws of the military (combat) guild they are assoscated with frankly in many ways word for word with a few slight variations. For Specifics go here
