PRELUDE:
To all to whom these Presents shall come, we the undersigned
Delegates of the Micronations affixed to our Names
said greeting.
The Treaty of Spum and perpetual Union between the Microstates, the
New Worcester Kingdom, and the Kingdom
of Danos. This treaty is Law for said Micronations. All previous
treaties between the Kingdom of Danos and the New
Worcester Kingdom are also Law for said Micronations.
ARTICLE I: NAME
The Stile of this Confederacy shall be, “The Splendid Micro-Union of
Microstatia”. This Stile may be changed by an
entire vote of all the members of the said Union.
ARTICLE II: SOVEREIGNTY
Each Member retains its sovereignty, freedom, and independence, and
every power, jurisdiction, and right, which is
not by this Confederation expressly delegated to the Splendid Micro-
Union of Microstatia, in the General Assembly
assembled.
ARTICLE III: UNION
The said Members hereby severally enter into a firm league of
friendship with each other, for their common defense,
the security of their liberties, and their mutual and general
welfare, binding themselves to assist each other, against all
force offered to, or attacks made upon them, or any of them, on
account of religion, sovereignty, trade, or any other
pretense whatever.
ARTICLE IV-I: GOVERNING BODY
For the most convenient management of the general interests of the
Splendid Micro-Union of Microstatia, delegates
shall be annually appointed in such manner as the governments of each
Member shall direct, to meet in a General
Assembly, named a “SENATUS”, on the Second of August (by electronic
mail or actual meeting). The SENATUS is
the ruling body of all members of the Union. It’s judgment is final.
IV-II
There shall be a Security Council, called a “REGULOR”, consisting of
no more than eight members, chosen by the
Secretary-General. The New Worcester Kingdom, and the Kingdom of
Danos, so long as they exist, are permanent
members of the Regulor. The other six positions are chosen every four
years. The Regulor holds the right to veto any
proposition of the Senatus. If vetoed, it must be decided upon by the
Secretary-General.
IV-III
There shall be a Secretary-General, who is elected every two years by
the Senatus. He shall be the foreign
ambassador for the Splendid Micro-Union of Microstatia and Head of
the Senatus. He must count all votes of the
Senatus and Regulor, and announce all decisions.
IV-IV
There shall be a Big Chief, who is the “monarch” of the Union. If
there is a vacant position in the Regulor, before the
next choosing of the Secretary-General, the Big Chief may choose a
Member of the Senatus to join the Regulor.
He/She takes on the Secretary-General’s duties when the Secretary-
General is unable to.
ARTICLE V-I: CONSTITUTION/CHARTER
There shall be a constitution or charter of the Splendid Micro-Union
of Microstatia. It shall not make this Treaty to
be null or void. This Treaty shall be as much law as the
constitution/charter is. The constitution/charter can not say
anything against what this Treaty says. This Treaty shall remain in
effect for the entire life of the Splendid
Micro-Union of Microstatia.
V-II
The first five Members to join this Union, are required to write no
less than one Article of the future
constitution/charter. They shall do this by electronically mailing
the Secretary-General, Nicholas James Bridgewater,
their proposition for an article. The Secretary-General shall add all
the articles together and create the
constitution/charter. Then, each of the five Members must vote on
whether to accept it as Their Own or not. If it is
not accepted, then it must be re-written. This process must continue
until one is finally accepted.
ARTICLE VI-I: VOTING
Every individual person to join this Union must have one vote.
Every Delegate of a Micronation/Mesonation to join this Union must
have two votes.
Every Micronational Alliance to join this Union must have three
votes.
Every Macronation to join this Union must have four votes.
Every Secretary-General must have five votes.
Every Big Chief must have six votes.
VI-II
If a Member of this Union is also a Member of the Regulor, that
member receives an extra vote.
ARTICLE VII: OTHER THINGS
Among other things, it is declared, that within this Union, war
between its members is forbidden. Those who do this,
may be punished as the Senatus decides.
ARTICLE VIII: LANGUAGE
The languages of this Union are English and Babel. New languages may
be chosen as the Senatus decides.
ARTICLE IX: HUMAN RIGHTS
The Universal Declaration of Human Rights is Law within the Splendid
Micro-Union of Microstatia.
ARTICLE X: PRINCIPALS
The principals of the SPUM (Splendid Micro-Union of Microstatia), as
it shall be shortened, are to help resolve
micronational wars, set micronational standards (measurement,
language, currency, etc.), and promote Micro-World
Micro-Peace.
ARTICLE XI-I: WAR
If any micronation that is not a member of the SPUM declares war on a
member of the SPUM, the micronation will
be given membership, thus ending the war.
XI-II
If any member of the SPUM declares war on any other micronation that
is not a member, it will be punished as the
Senatus decides.

In Witness whereof we have hereunto set our hands. Done at the Origo
Colony of the New Worcester Kingdom, the
eighteenth day of the year of our Lord One Thousand Nine Hundred
Ninety Eight, and in the First Year of the
independence of the New Worcester Kingdom. Agreed to 18 September
1998, by the government of the New
Worcester Kingdom. In force after the ratification by the Kingdom of
Danos on 19 September 1998.
