I am wondering why the cards are stacked in "sevens" by her.

"Mrs Marion Bloom. Not up yet. Queen was in her bedroom eating bread and. No book. Blackened court cards laid along her thigh by sevens. Dark lady and fair man."

the queen(penelope) and the calling cards of her suiters while her man is sailing the seas?

Can we try numerology?

A tarot spread? (the tarot uses dark/fair for the court cards )

But still why are they stacked in sevens?

I've always assumed - perhaps wrongly - that this was a format for fortune telling. The Tarot deck is most commonly laid out cruciform style with deals from the major and minor trumps seperately. The format for cartomancy with an ordinary deck - and we learn in the Penelope section that this is what Molly used - would require a different layout from Tarot. The cruciform deal is only one of several.
