Foreign members of the Waffen-SS would be addressed as for
example Legions-Scharführer instead of SS-Scharführer. The
reason for this was that the Germans did not think that the
foreigners where equal quality. Later on in the war, after the
foreign troops proved themselves in battle, this ruling was
changed.
