Introduction

The Information and the Arts Ministry is working towards making Singapore into a " Renaissance
City" of artistic awareness and appreciation. At the same time, the Singapore Tourism Board
(STB) is trying to market Singapore as a "Global City for the Arts".
With The Esplanade, Theatres on the Bay opening in 2001, Singapore is all geared towards the
above goals. The Esplanade is an arts centre that consists of world-class facilities and will staged
world-class performances in time to come.

Quoting from Arts Minister Lee Yock Suan's interview with The Straits Times " You can't expect
them to pay world-class prices for less than world-class performances." What is it that constitues a
"world-class performance"? Is it about a performance that is semiotically effective or one with a
psychical distance within the grasp of our society's level of audience competency?

Is Esplanade considered a world-class arts centre since it will be staging world-class
     performance?
What about the Victorian Arts Centre in Melbourne which is world renowned for their
world-class performance, Has it reach the status of a world-class arts centre?
Now, What does world-class actually means?
And, what makes a world-class arts centre?
What are the benchmarks for a world-class arts centre?

We are a group of students from Nanyang Polytechnic, pursing a Diploma in Business

Management (Retail and Travel Management ). In this International Business II project assigned
by the school as part of the requirement for the diploma, we attempt to analyze what world-class
means. In doing so, we compare both Victorian Arts Centre ( Melbourne ) and The Esplanade,
Theatres on the Bay ( Singapore ) with the end objective of concluding if either of the arts centre
is a world-class arts centre.

Why VAC vs. Esplanade?
Both home-cities have a population of 3 million, both of them new, and that VAC is a well-known
arts centre in the Asia. Therefore we find that this will be a worthy comparison.
