The Nuwisha are the Were-Coyotes of the World of Darkness, and are followers of the trickster Coyote from Native American Folklore. They follow him by playing pranks on others (the Werewolves are favorite victims) that teach a lesson of some sort. Not all of these pranks are funny (except to the Nuwisha, who think almost everything is a joke...), and some of them can be quite lethal, especially if the individual in question has irritated or harmed the Nuwisha, or is an agent of the Wyrm.
Nuwisha are very similar to the Garou in form, and are easily mistaken as such by the casual observer. But mentally and even mystically, they are quite different. One of the important attributes of a Garou is his Rage. This is his innate connection to the wild beast within him, and the mad anger that is a gift from Luna. A story is told of how at one time in the ancient past, the Nuwisha (or perhaps, Coyote) played a prank on Luna herself, and angered her such that she withdrew all her gifts and support of them.
Thus, they have disadvantages when compared to the Garou, but they do have compensations. They are immune to the effects of silver that plague Garou (because Luna has taken their Rage), and are closer to their spiritual half. In fact, the Nuwisha have left the world to the Garou to defend, and have taken up residence deep in the Umbra (the spirit world) to fight the Wyrm there. As a result, the Garou don't have much contact with them, as they haven't progressed that far into the Umbra.
